REGULAR MEETING OF THE BOARD OF COMMISSIONERS
April 14, 1997
4:00 p.m.
The Regular Meeting of the Board of Commissioners was called to order at 4:00
p.m. in the Commission Meeting Room, City -County Building, on Monday, April
14, 1997. A roll call was taken followed by the Pledge of Allegiance and a
moment of silence.

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Week of April 13 - 19, 1997 as VICTIM'S RIGHTS WEEK in the
City of Salina. The proclamation was read by Julie McKenna, Saline County
Attorney, and Nancy Bonawitz, Victim Witness Coordinator.
(4.2) The Week of April 13 - 19, 1997 as NATIONAL VOLUNTEER WEEK in
the City of Salina. The proclamation was read by Mary Anne Weiner, member
of the RSVP Advisory Council.
(4.3) The Mayor presented a key to the City to Kathleen Robbins and City
Commission Attendance Awards to the second grade students of Kathleen
Robbins from Grace Stewart.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting of April 7, 1997.
(6.2) Resolution Number 97-5145 authorizing the Mayor to execute an
agreement with DMA Architects for the design of roofing improvements at the
Smoky Hill Museum, Project Number 97-1025.
(6.3) Resolution Number 97-5146 authorizing the Mayor to execute a Special
Warranty Deed to Windsor Nursing Home Associates, Inc.

ADMINISTRATION
(8.1) Second reading Ordinance Number 97-9797 authorizing the issuance
and delivery of $1,650,000 in General Obligation Bonds, Series 1997-A.

that Ordinance Number 97-9797 be adopted on second reading. A roll call vote

(8.2) Second reading Ordinance Number 97-9798 providing for the
amendment of Chapter 28 of the Salina Code regarding peddlers and
solicitors.
(8.2a) Resolution Number 97-5143 amending the Comprehensive Fee
Schedule.
Moved by Commissioner Brungardt, seconded by Commissioner
Perney, to adopt Ordinance Number 97-9798 on second reading. A roll call
vote was taken. Aye (5) Brungardt, Divine, Perney, Seaton, Maxwell. Nay:

adopt Resolution Number 97-5143. Aye: (5) . Nay: (0) . Motion carried.
(8.3) Second reading Ordinance Number 97-9799 providing for the vacation
of a public utility easement in Block 5, Georgetown Addition.
Moved by Commissioner Divine, seconded by Commissioner Seaton, to
adopt Ordinance Number 97-9799 on second reading. A roll call vote was
taken. Aye: (5) Brungardt, Divine, Perney, Seaton, Maxwell. Nay: (0) .
Motion carried.
(8.4) Resolution Number 97-5142 naming Neighborhood Service Area
Parks.
Steve Snyder, Director of Parks and Recreation, explained the Park
and Recreation Advisory Board's recommendation to name the park in
Neighborhood Service Area #1 Pacific Park and to name the park in
Neighborhood Service Area #2 Woodland Park.
Moved by Commissioner Seaton, seconded by Commissioner Perney, to
approve the Park and Recreation Advisory Board's recommendation and adopt
Resolution Number 97-5142 naming the Neighborhood Service Area parks.
Aye: (5). Nay: (0). Motion carried.
(8.5) Resolution Number 97-5144 appointing members to various Boards and
Commissions.
Moved by Commissioner Divine, seconded by Commissioner
Brungardt, to adopt Resolution Number 97-5144. Aye: (5) . Nay: (0) .

OTHER BUSINESS
(9.1) Commissioner
Perney spoke
regarding his term on the City
Commission noting Salina as one of, if
not the, best run
city in the country
with a conservative
budget. He encouraged everyone
interested in City
Government to follow
his example and
volunteer for Citizen Boards with an
Expression of Interest.
In closing, he
thanked those who
had voted for him a
couple years ago and
noted he may return to the Board
of Commissioners at
some point in the future.
(9.2) Commissioner Divine spoke regarding his eight years on the City
Commission and thanked his wife for her support. Speaking to the new
Commissioners, he asked them to forget personal interests and be willing to
lose a customer or friend in order to represent all of the citizens who have
their own interests. He thanked all the City Commissioners he has worked
with for their time and energy and noted the excellent attendance of all at the
Commission meetings. He noted that the 500 City Employees work everyday for
the rest of the 45,000 citizens and felt all citizens should thank them for what
they do. He stated that the City Staff does a good job and explained the
Executive Management team specifically thanking LaDonna Bennett for the fine
job that she does and noting that he feels Dennis Kissinger is in the top 1% of
all City Managers. In closing, he thanked the community of Salina for working
together to make this a great place to live and for the opportunity to serve
for the past eight years.

Mayor Maxwell thanked the community beginning with the committee
that helped her get elected to a four year term as well as all the citizens who
voted for her. She noted her appreciation of her husband's support and
explained the problems some citizens were having four years ago with the
City's interdepartmental systems thanking staff for working together to correct
those problems. She then thanked her family whom, she noted, have served
as informal consultants for the City. She continued to thank individuals and
all employees for the changes she has noted regarding an increased sensitivity
to citizens as customers. She noted the change to receiving input from
citizens now in the early stages of decisions the Commission must make noting
the new processes are not required by law but make this a better place to
live. In closing she thanked all for the support given to the Commission and
appreciates all the Commissioners who have served. She noted this has been
a time of growth, pleasure, frustration and great accomplishments and thanked
all for the opportunity.
ORGANIZATIONAL MEETING
The Board of Commissioners convened for the purpose or
reorganizing, Judy D. Long, City Clerk, presiding.
The presiding officer administered the Oaths of Office to the new
City Commissioners, Heath, Jilka and Shadwick, and called the Organizational
Meeting to order. A roll call was taken.

Moved by Commissioner Brungardt, seconded by Commissioner Heath,
that Commissioner Seaton be nominated for Mayor and Chairman of the Board of
Commissioners.
There were no other nominations. The presiding officer declared the
nominations closed and a vote was taken. Aye: (5) . Nay: (0) . Motion
carried. Commissioner Seaton was declared unanimously elected Mayor and
Chairman of the Board of Commissioners.
Moved by Mayor Seaton, seconded by Commissioner Heath, that
Commissioner Brungardt be nominated for Acting Mayor and Vice Chairman of
the Board of Commissioners.
There were no other nominations. The presiding officer declared the
nominations closed and a vote was taken. Aye: (5) . Nay: (0) . Motion
carried. Commissioner Brungardt was declared unanimously elected Acting
Mayor and Vice Chairman of the Board of Commissioners.
Judy Long, City Clerk, turned the gavel over to Mayor Seaton.
Mayor Seaton presented a plaque of appreciation to Abner Perney for
his term as Commissioner from April 17, 1995 to April 14, 1997.
Mayor Seaton presented a plaque of appreciation to John Divine for
his term as Commissioner from April 17, 1989 to April 14, 1997.
Mayor Seaton presented a plaque of appreciation and gavel to Evelyn
Maxwell for her term as Mayor from April 15, 1996 to April 14, 1997 and a
plaque of appreciation for her term as a City Commissioner from April 19, 1993
to April 14, 1997.

Mayor Seaton thanked the many people who made it possible to be
here today, she thanked her family and extended a special thanks to the
citizens for their trust and confidence in her stating that she takes that
responsibility very seriously. She publicly thanked Steve Williams, Principal
at Central High School, who has been very encouraging and worked hard to
arrange a schedule that allows her to fulfill both obligations as a teacher and
Commissioner. She then than the City Staff for information that is timely,
concise, and both easy to read and understand, noting that when she had
questions they were cheerfully, promptly and efficiently answered by staff who
let the Commission make the hard decisions and take the heat and who work
hard to make sure that policies adopted are carried out.
The new Mayor then spoke regarding citizen expectations of the role
of the Commission to take care of their needs and to provide a long term
vision for the City. She noted that citizens want to feel they are meaningfully
involved in a timely fashion and commented on the significant number of
opportunities for citizens to be involved on a formal or informal basis. She
then spoke regarding the seriousness of communicating information to those
impacted by proposed changes to be made. She noted that she believes the
citizens expect the Commissioners to be positive role models for the rest of the
citizens stating it to be reasonable for citizens to expect to be represented all
week and to be represented well.
Mayor Seaton then spoke regarding the connectedness of the City
stating that a city's success depends primarily on infrastructure and through
its people. She noted that Salina has excellent infrastructure and that it is
up to the 45,000 citizens to connect person to person. She then thanked the
citizens present for their interest in City Government with a special thanks to
friends. In closing she thanked the citizens on behalf of the entire
Commission for their confidence and trust stating that the Commission will work
hard for and with the citizenry.
Mayor Seaton then highlighted the Earth Day Celebration and its
locations, this Sunday, April 20, 1997, along with free yard waste recycling at
the East Crawford Recreational Area.

Moved by Commissioner Brungardt, seconded by Commissioner
Shadwick, that the Regular Meeting of the Board of Commissioners be
adjourned. Aye: (5) . Nay: (0) . Motion carried. The meeting adjourned at
4:51 p.m.
