CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
MARCH 3, 1997
4:00 p.m.
The City Commission convened at 2:30 p.m. in a Study Session to discuss
Capital Improvement Planning; Staff Report Recommendations and the 1997-2001.
Plan Update. The Regular Meeting of the Board of Commissioners was called
to order at 4:00 p.m. in the Commission Meeting Room, City -County Building,
on Monday, March 3, 1997. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Month of March, 1997 as "EMPLOY THE OLDER WORKER
MONTH" in the city of Salina. The proclamation was read by John Braum,
retired ranch worker, part-time cab driver and volunteer.
(4.2) Mayor Maxwell read the order of the election results in the City
Commission primary.
(4.3) Mayor Maxwell stated that Keys to the City had been given to
Richard Blackwell and family and to the Central Kansas Foundation.
(4.4) Mayor Maxwell noted that there will not be City Commission Meetings
March 10, 1997 or March 24, 1997.

(8.1) Second reading Ordinance Number 97-9790 rezoning the former First
Christian Church at 201 S. 8th Street from R-3 to C-4.

adopt Ordinance Number 97-9791 on second reading. A roll call vote was

(8.3) Second reading Ordinance Number 97-9792 ordering the condemnation
and acquisition of property for improvements to the intersection of South Ohio
and Belmont Boulevard, Project Number 97-1032.

adopt Ordinance Number 97-9792 on second reading. A roll call vote was

(8.4) Second reading Ordinance Number 97-9793 ordering the condemnation
and acquisition of property for constructing a Fire Department Training
Facility, Project Number 97-1031.

(8.5) Second reading Ordinance Number 97-9794 vacating part of the
existing right of way on South Ninth Street; Key Mar Restaurant property.

Seaton, to adopt Ordinance Number 97-9794 on second reading. A roll call

(8.6) Second reading Ordinance Number 97-9795 vacating part of a
restricted access on South Ninth Street; Mid -State Plaza.
Judy Long, City Clerk, advised the Commission that no comments
have been received.
Moved by Commissioner Seaton, seconded by Commissioner Perney, to
adopt Ordinance Number 97-9795 on second reading. A roll call vote was
taken. Aye: (5), Brungardt, Divine, Perney, Seaton, Maxwell. Nay: (0).

(8.7) Resolution Number 97-5125 authorizing the Mayor to enter into an
agreement with Bucher, Willis & Ratliff for improvements in the Central
Business District, Project Number 97-997.
Shawn O'Leary, Assistant Director of engineering and Utilities,
explained the proposed work and the agreement for a traffic study. This
agreement has a maximum compensation not to exceed $16,430.
Moved by Commissioner Perney, seconded by Commissioner Seaton, to
adopt Resolution Number 97-5125. Aye: (4) . Nay: (0) . Abstain: (1) , Divine
due to conflict of interest. Motion carried.

(8.8) Request for Executive Session; City Manager's Evaluation.
Moved by Commissioner Brungardt, seconded by Commissioner
Perney, that the City Commission recess into executive session for the purpose
of discussing a personnel matter regarding a non -elected employee of the City
for the reason that public discussion of the matter would invade the privacy of
the employee involved; and reconvene in this room in 15 minutes or at 4:35
.p.m. No action is expected.
The Board of Commissioners recessed at 4:21 p.m. and reconvened
�at 4:34 p.m. No action was taken.
