The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, August 19, 1996, at 4:00
p.m.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Second reading Ordinance Number 96-9756 amending Section 30-45 of
the Salina Code regarding Merchant Police Identification Cards.
Moved by Commissioner Seaton, seconded by Commissioner Perney, to
adopt Ordinance Number 96-9756 on second reading. A roll call vote was
taken. Aye: (4), Perney, Seaton, Brungardt, Maxwell. Nay: (0). Motion
carried.
(8.2) First reading Ordinance Number 96-9757 amending Chapter 35 of the
Salina Code pertaining to streets and sidewalks.
Greg Bengston explained the ordinance which changes the security
required for a concrete construction permit.
Moved by Commissioner Perney, seconded by Commissioner Brungardt,
to approve Ordinance Number 96-9757 for first reading. Aye: (4) . Nay:
(0) . Motion carried.

(8.3) First reading Ordinance Number 96-9758 amending Chapter 25 of the
Salina Code by adding Section 25-84 regarding the purchase or possession of
cigarette or tobacco products by minors, and amending Sections 25-181 and
25-182 to establish a cigarette and tobacco infraction violation classification
and fine.
Police Chief Hill explained that this ordinance mirrors parts of the
State Law which went into effect July 1, 1996.
Dennis Kissinger explained further.
Moved by Commissioner Seaton, seconded by Commissioner Perney, to
approve Ordinance Number 96-9758 for first reading. Aye: (4). Nay: (0).
Motion carried.
(8.4) Resolution Number 96-5057 authorizing the Mayor to execute a
contract and deed for the sale of an arcade restroom to Recovery Cove, Inc.
Steve Snyder, Director of Parks and Recreation, explained the
proposed sale.
Moved by Commissioner Brungardt, seconded by Commissioner
Seaton, to adopt Resolution Number 96-5057. Aye: (4) . Nay: (0) . Motion
carried.
OTHER BUSINESS
(9.1) The Mayor asked citizens to be careful approaching schools.
