On October 15, 1981 the Steering Committee of the Citizen's Advisory Committee
(CAC) met and discussed the role and purpose of the CAC, especially in light of
their meeting with the City Commission on September 24, 1981, At the October 15th
meeting, a motion was approved recommending IIthat the CAC be terminated with the
reason being the phase out of the Community Development program and the lack of
identifying n"ew and specific needs for the continuation of the CACII,
At their October 22, 1981 meeting, the full CAC took up the above recommendation
from their Steering Committee. At that time, a motion was made to accept the
recommendation of the Steering Committee and recommend to the City Commission
that the CAC be terminated as a functioning communications group. By a vote of
seven in favor, four opposed and one abstention (7-4-1), that motion was approved,
Therefore, if you concur in their recommendation, the attached resolution repealing
Resolution #3441 and abolishing the CAC should be approved today,

Horst, Kern, Langshaw, Maag, Roberts, Thompson, Tombaugh,
Van Cleef, Wooster and Zanardi

Chairman Weaver called the meeting to order at 7:30 p.m.
Mr, Boone moved that the minutes of the regular meeting of September 24, 1981
be approved as printed and mailed.
Mr, Smock seconded the motion.
Motion carried.
There was considerable discussion over the Steering Committee's recommendation that
the CAC be terminated due to the phase-out of the Community Development Program and
the lack of identîfying new and specific needs for the continuation of the CAC.
There was a general overview of the goals of the CAC, its accomplishments and short-
falls. The re~son for the problem was discussed, the concensus was a lack of commit-
ment on the part of the City Commission and the CAC members.
Mr. Chalmers moved to accept the recommendation of the Steering Committee and recommend
that the City Commission terminate the Citizens' Advisory Committee as a functioning
communication group.
Mr. Smock seconded the motion.
The vote was seven in favor, four opposed and one abstention (7-4-1).
Motion carried.
Mr. Boone moved that the staff be directed to brin9 the CAC recommendation for
termination to the City Manager's attention in sufficient time for it to be considered
at the City Comnission's November 2, 1981 meeting.
Mr, Bohm seconded the motion.
Motion carried,
Mr. Boone moved that should the City Commission accept the recommendation of the
CAC to disband, the Finance Committee would remain as a functioning group until the
Housing Rehabilitation program is closed aut.
Mrs. Hogard seconded the motion.
Motion carried.

Chairman Weaver then called for volunteers to serve as a Nominating Committee
for new CAG officers. As there were no volunteers, the Chairman appointed Mr.
Hoyne, Mr. Webb and Mrs. Hogard.
There being no further business, the meeting adjourned at 8:36 p.m.
