CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
October 1, 2001
4:00 p.m.
The City Commission convened at 3:00 p.m. in a Study Session to discuss the After School Program
with the YMCA. The Regular Meeting of the Board of Commissioners was called to order at 4:00
p.m. in Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance
and a moment of silence.

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The day of October 4, 2001 as "K -State Salina Day" in the City of Salina. Roger
Steinbrock, Public Relations Coordination with K -State Salina, read the proclamation.
(4.2) The week of October 7 - 13, 2001 as "Fire Prevention Week" in the City of Salina. Butch
Meyer, Fire Prevention Officer with the Salina Fire Department, read the proclamation.
(4.3) The week of October 7 - 13, 2001 as "Emergency Nurses Week" and the day of October
10, 2001 as 'Emergency Nurses Day". Barb Peters read the proclamation.

CONSENT AGENDA
(6.1) Approve the minutes of September 24, 2001.
(6.2) Resolution No. 01-5765 directing and ordering a public hearing on the advisability of
water and sanitary sewer improvements on North Ohio Street.
(6.3) Rejection of the alternate bid received from APAC-Kansas, Inc., Shears Division, on the
Marymount Road Improvements, Project No. 01-1274.
Moved by Commissioner Shadwick, seconded by Commissioner Divine, to approve the
consent agenda as presented. Aye: (4). Nay: (0). Motion carried.
DEVELOPMENT BUSINESS
(7.1) First reading Ordinance No. 01-10059 annexing eight properties and adjacent Ohio Street
right-of-way into the city limits of the City of Salina.

Dean Andrew, Director of Planning and Community Development, explained the
requests and the proposed ordinance.
Moved by Commissioner Divine, seconded by Commissioner Shadwick, to pass
Ordinance No. 01-10059 on first reading annexing eight properties and adjacent Ohio Street right-of-
way into the city limits of the City of Salina. Aye: (4). Nay: (0). Motion carried.
ADMINISTRATION
(8.1) Second reading Ordinance No. 01-10057 vacating a portion of public right-of-way of
Wayne Avenue between South Ohio Street and Lewis Street.
Mayor Seaton clarified that Ordinance No. 01-10057 was passed on first reading on
September 24, 2001 and since that time no comments had been received.
Moved by Commissioner Jilka, seconded by Commissioner Shadwick, to adopt Ordinance
No. 01-10057 on second reading vacating a portion of public right-of-way of Wayne Avenue between
South Ohio Street and Lewis Street in the Shalimar Plaza Addition and Belmont Addition. A roll call
was taken. Aye: (4) Divine, Shadwick, Jilka, Seaton. Nay: (0). Motion carried.
(8.2) Second reading Ordinance No. 01-10058 approving the issuance of General Obligation
Bonds by the Salina Airport Authority in the amount not to exceed $1,450,000 for the purpose of
financing the cost of certain capital improvements located at the Salina Airport and Airport Industrial
Center.
Mayor Seaton clarified that Ordinance No. 01-10058 was passed on first reading on
September 24, 2001 and since that time no comments had been received.
Moved by Commissioner Shadwick, seconded by Commissioner Jilka, to adopt Ordinance
No. 01-10058 on second reading approving the issuance of General Obligation Bonds by the Salina
Airport Authority in an amount not to exceed $1,450,000 for the purpose of financing the cost of
certain capital improvements located at the Salina Airport and Airport Industrial Center. Aye: (4)
Divine, Shadwick, Jilka, Seaton. Nay: (0). Motion carried.
(8.3) Ordinance No. 01-10060 authorizing the issuance of Taxable Industrial Revenue Bonds,
Series 2001 (Eldorado National (Kansas), Inc.).
Greg Bengtson, City Attorney, explained the issuance.
Moved by Commissioner Divine, seconded by Commissioner Jilka, to pass Ordinance
No. 01-10060 on first reading authorizing the issuance of Taxable Industrial Revenue Bonds, Series
2001 (Eldorado National (Kansas), Inc.) in an aggregate principal amount not exceeding $9,500,000.
Aye: (4) Divine, Shadwick, Jilka, Seaton. Nay: (0). Motion carried.
