CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
April 14, 2003
4:00 p.m.
The City Commission convened at 3:45 p.m. in a Study Session for a Citizens' Open Forum. The
Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -
County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence.
There were present:
Mayor Kristin M. Seaton, Chairman presiding
Commissioner Deborah P. Divine
Commissioner Don Heath
Commissioner Alan E. Jilka
Commissioner Monte D. Shadwick
comprising a quorum of the Board, also present:
Dennis M. Kissinger, City Manager
Greg Bengtson, City Attorney
Lieu Ann Nicola, City Clerk
Absent: None.

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The day of April 25, 2003 as "Arbor Day" in the City of Salina. Susie Marietta, Tree
Advisory Board member, read the proclamation.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(6.1) Approve the minutes of April 7, 2003.
Moved by Commissioner Divine, seconded by Commissioner Jilka, to approve the consent
agenda as presented. Aye: (5). Nay: (0). Motion carried.
None.
DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Second reading Ordinance No. 03-10135 annexing a 9.45 acre tract of land located south
of Schilling Road and east of and adjacent to the Union Pacific railroad tracks.
Mayor Seaton clarified that Ordinance No. 03-10135 was passed on first reading on April
7, 2003 and since that time no comments have been received.
Moved by Commissioner Shadwick, seconded by Commissioner Heath, to adopt
Ordinance No. 03-10135 on second reading. A roll call vote was taken. Aye: (5) Divine, Heath, Jilka,
Shadwick, Seaton. Nay: (0). Motion carried.
(8.2) Second reading Ordinance No. 03-10136 providing for a change in zoning district
classification from Saline County AG (Agricultural) to C-1 (Restricted Business) on property
described as Lot 1, Block 1, Liberty Addition.

Mayor Seaton clarified that Ordinance No. 03-10136 was passed on first reading on April

OTHER BUSINESS
Comments from Mayor Seaton at the end of her Mayoral term.
Commissioner Heath expressed his appreciation to City Staff, the media, Carmen Wilson,
League of Women Voters representative, and family members. Commissioner Heath commented on
public art.
Mayor Seaton expressed her appreciation of the long-term impact city services has on the
community and the rewards of serving. She continued to comment that she had the opportunity to
work with nine different city commissioners that were value driven and their willingness of serving
and community leadership. Mayor Seaton also expressed her appreciation for the City of Salina's
fiscal policy and team effort of the commission in implementing programs.
ORGANIZATIONAL MEETING
(10.1) Lieu Ann Nicola, City Clerk administered the Oath of Office to Deborah P. Divine,
Donnie D. Marrs, and Paul G. Webb, the newly elected City Commissioners, and they took their places
on the Board of Commissioners.
(10.2) Ms. Nicola called the Organizational Meeting to order and roll call was taken. Those
present were:
Commissioner Deborah P. Divine
Commissioner Alan E. Jilka
Commissioner Donnie D. Marrs
Commissioner Monte D. Shadwick
Commissioner Paul G. Webb
(10.3) Ms. Nicola called for nominations for Mayor and Chairman of the Board of
Commissioners.
Moved by Commissioner Shadwick, seconded by Commissioner Divine, to nominate
Commissioner Jilka as Mayor and Chairman of the Board of Commissioners. Aye: (5). Nay: (0).
Motion carried.
(10.4) Ms. Nicola called for nominations for Acting Mayor and Vice Chairman of the Board
of Commissioners.
Moved by Commissioner Divine, seconded by Commissioner Marrs, to nominate
Commissioner Shadwick as Acting Mayor and Vice Chairman of the Board of Commissioners. Aye:
(5). Nay: (0). Motion carried.
(10.5) Ms. Nicola turned the gavel over to Mayor Jilka.
(10.6) Mayor Jilka presented a "Plaque of Appreciation" to Don Heath for his service as City
Commissioner from January 7, 2002 to April 14, 2003.
(10.7) Mayor Jilka presented a "Plaque of Appreciation" to Kristin M. Seaton for her service
as City Commissioner from April 17, 1995 to April 14, 2003 and a "Plaque of Appreciation" and Gavel
for her service as Mayor from April 15, 2002 to April 14, 2003.
(10.8) Mayor Jilka thanked the citizens of Salina, family, Korey Hensley and Mike Martin and
their families. Mayor Jilka also commented on the economic conditions, diversity of the local

Moved by Commissioner Shadwick, seconded by Commissioner Divine, that the Regular
Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
meeting adjourned at 4:34 p.m.
