AN ORDINANCE PROVIDING FOR THE FEES AND CHARGES REGARDING APPLICATIONS
FOR AMENDMENTS OF THE ZONING ORDINANCES OR SERVICES TO BE RENDERED BY THE PLANNING
DEPARTMENT IN CONNECTION WITH THE ADMINISTRATION OF THE ZONING ORDINANCES OF THE
CITY; ENACTING SECTIONS 27-4 AND 27-5 OF THE SALINA CODE.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That Section 27-4 of the Salina Code is hereby enacted to
read as follows:
"Section 27-4. Application fees.
Sec. 27-4(1). Every planning or zoning application or request
filed with the City of Salina for the following services, to -wit:
Conditional Use Permit (Exception)
Appeal
Variance
Text Amendment of Zoning Ordinance
Street Name Change
Annexation
Other planning or zoning requests, except
those specified in Section 27-4(2) below
shall be accompanied by such fee as determined by resolution of the
City adopted pursuant to Ordinance Number 81-8881.
Sec. 27-4(2). The fees to be charged for services rendered in
connection with planned development districts, amendments to the
zoning district map, subdivision or platting of property shall be
based upon costs incurred by the City of Salina in processing
applications for these activities. The City Manager shall cause
accurate records to be kept for City costs incurred for salaries,
employee benefits, postage and advertising. The applicant shall
be required to pay to the City the cost incurred prior to the
application being placed on the Planning Commission or City
Commission agenda. Said costs may, at the City Manager's
discretion, include preliminary discussions with the applicant
prior to formal filing of an application."
Section 2. That Section 27-5 of the Salina Code is hereby enacted to
read as follows:
"Section 27-5. City Manager authorized to adopt administrative
procedures.
The City Manager is authorized to adopt administrative procedures,
including a deposit, to implement the intent of Section 27-4."
Section 3. This ordinance shall be in full force and effect from and
after its adoption and publication in the official city newspaper, but no earlier
than January 1, 1982.
