ORDINANCE NUMBER 10-10564
AN ORDINANCE ADOPTING A COMPREHENSIVE PL' AN TO GUIDE THE GROWTH
AND DEVELOPMENT OF THE CITY OF SALINA AND SURROUNDING AREA.
w WHEREAS, pursuant to K.S.A. 12-747, the Salina City Planning Commission is authorized to
formulate a comprehensive plan for the City and the unincorporated area lying outside the city which

g forms the total community; and

WHEREAS, the purpose of the comprehensive plan is to serve as the basis or guide for public
action to insure coordinated and harmonious development and redevelopment which will best promote
the health, safety, and general welfare of Salina's citizens and encourage prudent and efficient
expenditure of public funds in the community, and
WHEREAS, the Salina City Planning Commission has made surveys and studies of past and
present conditions and future trends relating to population, land use, building characteristics, public
facilities, transportation, economic conditions and environmental resources; and
WHEREAS, the Salina City Planning Commission held a public hearing on March 2, 2010 to
receive comments from interested citizens, advance notice of which was published in the official city
newspaper at least twenty (20) days prior to said hearing; and
WHEREAS, the Salina City Planning Commission approved a resolution adopting the
comprehensive plan and has submitted said resolution, together with a certified copy of the plan and a
written summary of the hearing held thereon to the Governing Body of the City of Salina, Kansas; and
WHEREAS, the Saline County Board of Commissioners has been notified of the City of Salina's
intent to adopt said comprehensive plan which includes areas lying outside the corporate limits of the
city; SO NOW, THEREFORE
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section I. That the report entitled Salina, Kansas Comprehensive Plan - 2009 consisting of the j
following documents which are incorporated herein by reference:

Vision
Vision Statement
Vision Statements
The Plan
Physical Development
Future Land Use
Growth / Development
Connectivity
Parks
Downtown
Community
Economic Development

Implementation Matrix
is hereby approved as the official comprehensive plan for the City of Salina and surrounding
unincorporated area designated as the urban service area with the following modifications:
a. Figure 2-10 Future Land Use Map
I. The oil storage tank site at the southeast corner of Old Highway 40 and 1-135 shown as
shaded green and included in the Conservation Area.
2. The Nordboe homesite on the north side of West Magnolia Road, which is not in the
mapped 100 year flood plain, shown as white and excluded from the Conservation Area.
3. The property in Lakeview Estates located between Ohio Street and the Knox Sandpit shown
as future Urban Residential instead of Suburban Residential.
b. Subsection L.U. 7-1 of the Implementation Matrix amended to read as follows:
Development in the Conservation Area must conform with state and local flood plain
regulations and Best Management Practices for development within floodprone areas.
c. That the North Ohio Gateway Overlay District, the South Ninth Street Corridor Study and
Overlay District, the Hospital -Medical Land Use Plan and the East Salina Master Plan are
hereby adopted as sub area plans within the Future Land Use Plan and Comprehensive Plan and
shall continue to be used to guide land use decisions within those subareas.
d. That adoption of :
I. A master plan for renewal of the old Smoky Hill River channel.
2. A utility master plan for the city with an emphasis on upgrading utilities in existing
developed areas of the city where utility improvements are needed to support infill
development.
3. An off-street trails master plan for a citywide trail system to serve bicyclists and pedestrians.
4. A subarea plan for West Magnolia Road between ]-135 and Centennial Road.
5. A subarea plan for South Ohio Street south of Magnolia Road.
should be priorities in the Implementation Matrix for follow up actions following adoption of
the Comprehensive Plan.
e. That Neighborhood Centers should be considered appropriate for educational facilities and other
public facilities.
Section 2. That the Governing Body of the City of Salina, Kansas, shall exercise its planning,
zoning, subdivision, building, annexation, capital improvements programming and related functions, to
the extent reasonable, in a manner consistent with and towards the end of attaining the goals, objectives
and policies of the Salina Comprehensive Plan.
Section 3. That this ordinance shall be in full force and effect from and after its adoption and
publication once in the official city newspaper.

Create a conservation zoning district that discourages development within the conservation
areas as defined by the plan, including floodplain areas within and surrounding the community.

Proposals to develop property located within the Conservation Area will be considered if one of
more of the following criteria are met:
1. Submission by the property owner of an elevation survey demonstrating that based on
existing ground elevations the property is above the 100 year flood elevation and is therefore

not located in a 100 year flood plain; or
2. There are existing City utilities (water and sanitary sewer lines) in place that are capable of
serving the site; or
3. Saline County has already conferred some development rights on the property that the City
of Salina must recognize.
