This report was prepared without cost to the interested parties as a result of cooperative efforts of the Smoky Valley Chapter of the Kansas Engineering Society and the Engineers' Wives Auxiliary. We extend our appreciation to the people who assisted in the compilation of the information contained in the report. Various programs supported by the County Commission on Aging have depended on local churches, University facilities and other community centers for providing acceptable meeting locations. Because of the problems involved with coordinating regular schedules, these meeting locations are not always available when needed, thus the requirement for a single facility which can be operated specifically for the activities of the Senior Citizens is apparent. Such a facility should be able to accomodate approximately 100 people involved in dining, recreation and crafts at a given period of time and also serve as an audi— torium for approximately 300 people if necessary. After meeting with the Salina County Commissioners, the County Commission on Aging and other interested groups, it was determined that the lower floor of the old County Courthouse (presently vacated) could potentially serve as such a center if determined feasible by. Engineering standards and cost effectiveness. It was on this basis that the Public Affairs Committee of KES proceeded with the Engineering Study. —1— CONDITION OF EXISTING STRUCTURE Lower Floor The structure has been vacant since the construction of the new city -county building and the lower floor of the courthouse has been used as a storage area for equipment. The condition of the building was examined and it was determined that the building is structurally safe. The north side of the structure has experienced some minor spawling of concrete, however, this is not detrimental to the structural condition of the building. At the time the building was constructed, it was designed to support the loading of a dome on top of the structure. Since the dome was never constructed, this contributes to an adequate design according to the present code requirements. The structure is column supported and has no inside load bearing walls. The lower floor is accessible from the east, west and south. When entering from the east, at a higher elevation, steps are provided, descending to the lower floor. Entrances from the south and west are at floor elevation and steps are not necessary. The building has been experiencing some leaking from the roof due to its present condition. It was also determined that very little could be salvaged from the existing heating, plumbing and electrical equipment. The existing lower floor has smaller rooms which could be used as meeting and crafts areas. (See Existing Lower Floor Plan) Parking Lot A parking lot is located directly west of the building and is capable of providing approximately 40 parking spaces, however the asphalt surface is in need of repair. -2- PLAN OF REMODELING AND RECONDITIONING General The proposed activities center will require the use of the entire lower floor of the courthouse. It is proposed that this floor be isolated from the remainder of the building and the necessary improve- ments be constructed as indicated by the floor plan of the Proposed Activities Center and as described,in the following paragraphs. Walls It is proposed that some of the inside walls be removed to allow for auditorium space and assembly area as indicated on the Floor Plan. Insulation is to be adjoined to the inside face of the perimeter walls and wall board is.to cover the insulation. The gyp board or plywood is also to be painted. Windows All windows on the lower floor will be replaced with permanently closed all -weather -type windows. Doors and Entrance It is proposed that an entrance way be provided on the west side of the building and also new doors be provided on the west and south entrances. Kitchen A kitchen shall be provided with an oven and grill sufficient to cook and heat moderate quantities of food. Refrigerators, freezer, sinks and disposal shall also be provided. Rest Rooms Rest room facilities shall be provided 'as indicated on the Proposed Floor Plan. The plumbing estimate includes the installation of new facilities in these locations. Floor The floor (except for one-half of the assembly area) is to be covered with a durable carpet. Tile is to be used in the kitchen and restrooms. Ceiling A false ceiling is to be provided with the appropriate lighting fixtures -3- I r• Roof The roof is reinforced concrete and is in need of repair. It is S proposed that it be repaired with a hot tar coating to insure against leakage. Heating and Air Conditionin It is proposed that a separate heating and air conditioning unit be installed for the lower floor. The installation of the mechanical equipment (pipe, ducts, etc.) will make use of the tunnel on the outer perimeter of the floor. This will also enable the floor to be at a higher temperature during the winter. Parking Lot The parking lot is to be repaved with a 3/4 inch asphalt mix overlay. This lot will provide approximately 40 parking spaces.. The enclosed floor plan showing the proposed room arrangement embodies what seems to meet the requirements of the various Senior Citizens Groups. The proposed plan has been studied by the various groups and nearly unanimous approval was received. Various other organizations learned of this study being made and requested that their requirements also be studied and plans be prepared for the other two floors. Time and costs did not allow use studies to be made concerning the two upper floors. One thought expressed from nearly everyone who learned of this study was their hope that "The Old Courthouse" was going to be "saved" because it is one of the few remaining desirable buildings in this area that ties the present with the past. "What would a new building cost?" was a frequent question. This is our estimate for a new building of equal size. Building $220,500.00 Parking Lot 21,000.00 Utilities 10,000.00 Land located in the central area 85,000.00 Total Estimated Cost $336,500.00 There may be some comments regarding the land cost used in the above estimate. Experience has shown that land costing less most generally results in increased utility costs. We estimate the desired facilities can be obtained the "The Old Courthouse" for approximately one-third the cost of a new building. No furnishings have been included in the costs because some items are already owned by the interested groups. Obtaining the remainder of the required items should,present no major problem. go Several sources for financing this project are available. 1.) The City of Salina has earmarked $25,000.00 of revenue sharing money for this type of project which should be immediately available. 2.) The Citizens Advisory Committee has already made recommendations that a portion of the Housing and Community Development Funds be used for the benefit of the Senior Citizens. 3.) The Saline County Commission on Aging can recommend the increase of its levy for matching funds. 4.) Consideration could be given that a portion of the proposed construction be accomplished on a work -project basis. Certain material / such as wall finishes, painting or drapery materials could be purchased and the interested groups do the necessary work.
