Bassett, Traffic Engineer As requested by Jim Maes, Assistant Planning Director, the Traffic Engineering Department conducted a study of the traffic at the intersection of Crawford Avenue and Second Street. Please find attached the following reports: 1. Peak hour traffic counts. 2. Peak hour traffic counts showing turning movements. 3. Intersection capacity work sheets showing the general conditions of the intersection. 4. - 7. Design capacity analysis charts of all four approaches to the intersection. Our study indicates that for a level of service "B", Crawford Avenue can accommodate approximately 2,300 vehicles per hour, a total of both approaches. Second Street can accommodate approxi- mately 350 vehicles per hour, a total of both approaches. The present peak hour traffic volume on Crawford Avenue is approximately 615 vehicles per hour, a total of both approaches. The present peak hour traffic volume on Second Street is approxi- mately 35 vehicles per hour, a total of both approaches. The study indicates that the existing traffic volume at this intersection is far below the design capacity of the intersection. Our study indicates that the traffic volume at the intersection of Second Street and Prescott Avenue also is far below its design capacity. The accident record at these intersections indicate that there were two non -injury accidents at each of the intersections during 1974. There were no traffic accidents on Second Street between Crawford Avenue and Prescott Avenue for this same period. +.-V I. Keith Rawlings, Director of Planning Page 2 March 3, 1975 Our study revealed that there are several vehicles parking on Second Street between Crawford Avenue and Prescott Avenue. Parking permitted on both sides of a 32 -foot pavement can create some congestion. However, due to the low traffic 'volume on Second Street the traffic congestion and inconveniences to drivers would be insignificant. One method of reducing congestion in this area would be to restrict parking on one side of the street. This would create two 11 -foot traffic lanes. DWB:MKP ENC: Very truly yours, D. W.
