Nye, City Manager FROM: Don Hoff, Assistant City Engineer SUBJECT: Disposal of surplus real estate on the east side of Broadway Boulevard between Ash Street and Park Street The City of Salina acquired Lots One (1), Two (2), Eight (8) and Nine (9), Block Eight (8), Elmdale Addition to the City of Salina by condemnation action filed on December 1, 1937. The acquisition of these lots was for improvements to Broadway Boulevard (Resolution No. 708 and 714). The amount of right-of-way required for the Broadway Boulevard embankment is shown on Exhibit "A". In addition to this embankment requirement, the City Water Department's 12" C.I.P. watermain would require a ten foot (10') minimum right-of-way for maintenance purposes along the east side of the existing watermain. We would recommend the City proceed to obtain sealed proposals for the disposal of the surplus right-of-way not needed for street embankment or watermain maintenance purposes. Mr. Rufus Nye City Manager January 27, 1981 Page '2 With this type of a plan, we are proposing to you, that perhaps you may wish to sell or lease the property to the west of here which is owned by the City of Salina, and adjoins the overpass on Broadway. If you wish to sell or lease this land, we are interested in making some type of an arrangement with the City of Salina. This land would not have any buildings built upon it, it would be surfaced either with crushed rock, or concrete so that we may use lift trucks and the like to move our product around. Our future plans call for a mechanized wash-out facility where we can reclaim all of the returned aggregate consisting of sand and crushed rock, and will wash out the cement paste which will then be taken to a dump site. This will eliminate our dump area which, at the present time, is owned by Mrs. Myrtle Ochs, and is located at the corner of West State street and 40 highway. This land will be graded and covered with dirt so that it will be a more respectable area for the entrance to the west of Salina. We will have no entrance off of Ash street located at 1216 or 1212 West Ash, or to the land which is now owned by the City. Our entrance to this land will be off of Park street, or by use of the alley between the two parcels of land. If you have further questions about this, I would appreciate your calling me at your convenience, and if not, I shall look forward to receiving a reply from you as to what you may wish to do about this particular piece of property which is owned by the City.
