Information This project would provide a new set of aerial photographs at 1" = 200 ft. to assist planning, engineering and building inspection staff in reviewing proposed developments. The current photos were obtained in 1983 and significant changes have resulted (e.g., new and demolished buildings, street construction, parking lots, public facilities, etc.). These photos are also used by developers, architects, engineers, and other city departments. The estimated cost is $15,000 and completion is needed in the first quarter as aerial photography should be flown during winter months. Bid specifications have already been prepared and several aerial photo companies would be invited to submit bids including two local firms. Funding for the project is contained in the 1991 Vehicle and Equipment Budget. Recommended Action Set January 22, 1991 as date to receive bids. COMMISSION ACTION MOTION BY SECOND BY TO: AGREEMENT FOR AERIAL PHOTOGRAPHY SERVICES THIS AGREEMENT, entered into on the-OA day of 1991, by the City of Salina, Saline County, Kansas, ereinafter re erre to as the "City", and the firm of Rocky Mountain Aerial Surveys, Inc. with principal offices located in Englewood, Colorado, hereinafter referred to as the "Contractor", WITNESSETH: That the City desires to have the Contractor fly aerial photographs of the City and certain areas outside the City limits. NOW, THEREFORE, in consideration of these premises and the mutual covenants herein contained, the Parties hereto agree as follows: ARTICLE I SCOPE OF SERVICES The Consultant shall perform the following services: A. General The Contractor shall furnish all personnel, plant, equipment, transporta- tion, and materials necessary to obtain precision aerial photography suitable for photogrammetric stereo compilation and photo reproductions. There will be no aerial targets required. B. Location of Work The area to be photographed consists of the area within the corporate limits of the City of Salina, Kansas and an area adjacent to the corporate limits (see Attachment 1). C. Aerial Photography The Contractor shall provide single lens vertical photography at scales suitable to produce the required products. Characteristics of the photography shall be suitable for analytical aerotriangulation and standard photogrammetric mapping. (1) The Contractor shall mark on each negative of the photography assignment the date of exposure, the approximate scale (l:xxxxx), project location, roll number, flight line number, and exposure number. All such editing of numbered negatives shall be made by mechanical lettering, with character 0.2 inch high, and shall be so placed as to appear within the image on the forward edge (in the line of the flight) of the positive paper prints, to read from the back edge, all in relative positions as follows: Date - Scale - Project Name - Film Roll No. - Flight Line No. - Photo No. It (2) All paper prints shall be made on double weight semimatte paper stock. They shall be sharp and clear, shall contain all highlight, and shadow detail, and shall be evenly toned. They shall be permanently fixed, thoroughly washed, processed through flattening solution and dried without pressing, rolling, or excessive heating, and trimmed to the image area, approximately 9" X 9", with imaged fiducials retained on the print. (3) The Contractor shall prepare a Flight Line Index for each project. The index shall be a reproducible (Quad base) mylar with the flight lines annotated. The title block shall include the project location, flight height, camera focal length, date of photography and other pertinent data. A north arrow and bar scale shall be shown. (4) All materials, supplies, or articles required for work described herein shall be standard products of reputable manufacturers and entirely suitable for the intended purpose. They shall be new and unused, unless otherwise specified. (5) Aerial film shall be furnished by the Contractor of a quality that is equal or superior to Kodak Double - X Aerographic Film 2405 (Estar Base) panchromatic film. Only fresh, fined -grained aerial film shall be used. The negatives shall be exposed and developed in such a manner that they shall be sharp, clear, and contain all highlight and shadow detail. They shall be free of any defects which, in the opinion of the city's representative, render them unsuitable for their intended purpose. (6) The pilot who will perform the aerial photography must be well qualified, possessing a minimum of 250 hours of photographic map flying experience. The minimum of 250 hours experience must represent actual time spent in executing vertical aerial photography on photographic assignments. Qualifications and experience resumes for both the pilot and photographer shall be provided to the city's representative prior to the accomplishment of photography. Oblique photography is not considered a qualifying experience. No photographic equipment replacements shall be made by the Contractor during the term of the contract without express consent of the City's Representative. (7) The airplane to be used shall be entirely capable of stable performance at the necessary altitude and air speeds, and shall be equipped with all essential navigational and photographic instruments and accessories, all maintained in operational condition during the period of the contract, and all subject to the approval of the City's Representative. No windows shall be interposed between the camera lens system and the terrain. The camera lens system shall not be in the direct path of any gases or oil from the aircraft engines. D. Camera Equipment All photography shall be made with a single lens precision aerial mapping camera equipped with a "high-resolution, distortion -free" type lens, shall be calibrated by the National Bureau of Standards or an agency making calibrations of equal accuracy within the last three years and shall be N I approved by the City's Representative prior to executing the photography mission. The calibrated focal length of the lens (the focal length at which the values of the lens distortion, irrespective of sign, are held to a minimum within 45 degrees of the optical axis) shall be 153 millimeters, plus or minus 3 millimeters. The camera shall function properly at the necessary altitude and under the expected climatic conditions, and shall expose a 9 -inch square negative. The lens cone shall be so constructed that the lens, focal length, fiducial markers, and marginal data markers comprise an integral unit or are otherwise fixed in right orientation with one another. Dimensional changes brought about by variations of temperature or other conditions shall not be of such magnitude as would cause deviation from the calibrated focal length in excess of plus or minus 0.05 millimeter or would preclude determination of the principle point location to within plus or minus 0.003 millimeter. (1) The focal plane surface of the platen shall be flat to within 0.013 millimeter and shall be truly normal to the optical axis of the lens. The camera shall be equipped with means of holding the film motionless and flat against the platen at the instant of exposure. (2) For mapping photography, the camera shall be equipped with a minimum of eight (8) fiducial marks suitable for making precise measurements in analytical aerotriangulation processes. The lens, focal plane, and fiducial marks must be permanently fixed in rigid orientation with each other. Fiducial marks shall be calibrated to 0.002 millimeter. (3) As referred to the calibrated focal length, the radial distortion shall not exceed plus or minus 0.01 millimeter. (4) When installed in the camera, and with an appropriate filter mounted in place, the lens shall resolve at least 32 equally spaced lines to the millimeter in the center of the field and at least 14 equally spaced lines to the millimeter in any orientation extending to 45 degrees from its axis, all as could be determined by tests using Eastman Spectrocopic Type V -F Emulsion or equivalent. The lens shall be fully color corrected for color photography. (5) The appropriate filter shall be used in the photography and shall be of such quality that no appreciable reduction in resolution will result. The surfaces of the filter shall be parallel to within 10 seconds of arc. Clear antivignetting filters and haze filters shall be used as required for color photography. (6) The camera shall be equipped with a between the lens shutter of the variable speed type, whose efficiency shall be at least 75 percent at the fastest rated speed. E. Flight Requirements Photographic flight height above average ground elevation shall be such that the scale of the photographic film negatives will not have a variation of more than plus or minus 5 percent of the desired photo scale. All strips shall be flown as straight as possible and shall be void of crab, tilt, and 3 4 altitude variations to the extent that they afford good stereoscopic coverage of the entire minimum area(s) of the photographic assignment. Successive photographs along the line of flight shall overlap each other by approximately 80 percent, and parallel strips shall overlap each other by approximately 30 percent as indicated on the approved flight plan. Deviations of more than 5 percent from these specified overlaps, except those excesses due to allowances made for abnormal relief displacements, may be cause for rejection. (1) Any series of two or more consecutive photographs, crabbed in excess of 10 degrees as measured from the mean flight path of the airplane as indicated by principal points of the consecutive photographs may be considered cause for rejection of the photographs in the flight within 10 exposures of the rejected negatives. (2) The average tilt for photographs shall not exceed 1 degree and maximum tilt shall not exceed 3 degrees in a flight strip. (3) All photography shall be accomplished when the sun is 3 hours above the horizon, when the atmosphere is sufficiently clear, and when no part of the terrain being photographed is obscured by clouds, cloud shadows, smoke, fog, snow or flood waters. Any day containing two or more consecutive hours suitable conditions, in any sizable portion of the area not yet photographed, will be considered a "suitable day" for aerial photography. Every effort shall be made to acquire all the photography during the same day. All of the photography shall be obtained prior to emergence of tree foliage and not later than April 1, 1991. (4) The flight line plan shall be continuous and straight throughout their entire length and shall be submitted to the City's Representative for approval prior to flight. The maximum angle of deviation between the actual flight path and the specified flight line shall not exceed three (3) degrees at any point on the lines. (5) In flight lines rephotographed to obtain substitutes for rejected photography, all negatives shall be exposed to comply with other overlap requirements, and the coverage by the replacement strip shall result in complete stereoscopic coverage of the contiguous area. All reflights shall be centered on the plotted flight line(s) and shall be retaken with the same camera system as used in the original photography. Scale of Photography The aerial photography shall be performed at a flight height above average ground elevation so that the film negatives will have a scale as specified below. Negatives having a departure from the specified scale by more than 5 percent because of tilt or abrupt changes in flying altitude shall be considered unacceptable and shall be replaced. Photography Low Altitude (5,000 ft.) Negative Photo Scale 1" = 833' or 1 : 10,000 High Altitude (20,000 ft.) 1" = 3,333' or 1 : 40,000 r Aerial Photograph Deliverables The following Low Altitude aerial photograph products shall be delivered: (1) One (1) set of stereo contact black and white prints of the photographed area (60% overlap exposures only). (2) 184 Reproducible Halftone enlargements scaled from USGS quadrangle sheets to 1" = 200'+ of the photographed area, each illustrating one (1) quarter section. Each Reproducible Halftone shall measure 18" X 19", Include a border and contain a title block containing a written and graphic scale, north arrow, index number in lower right corner, date flown, contractor, legend stating "Prepared for City of Salina, Kansas", and a legal description. All reproducibles shall be bound to allow ease of removal and afford maximum protection. (3) 184 Paper Print enlargements scaled from USGS quadrangle sheets to 1" = 200'+ (on Polycontrast RC paper or equivalent) of the photographed area, each illustrating one (1) quarter section. Each print shall measure 16" X 16" and be without border and title but shall have an index number in lower right margin. The paper enlargements shall be delivered in sturdy boxes. The following High Altitude aerial photograph products shall be delivered: (1) One (1) set of stereo contact black and white prints of the photographed area (60% overlap exposures only). All negatives from both low altitude and high altitude photography shall be delivered to the City. All negatives shall be delivered to the City in rolls and winding spools within cans, with each can labelled to show the name and address of the contracting agency, the name of the project, the designating roll number of the photography, the serial numbers of the first and last numbered negative of each strip, proper identification of rejected strips, the date and mean time of exposure of each strip, the approximate scale, serial numbers of the lens -camera combination used, calibrated focal length of the lens in millimeters and the contract number. All extra and rejected exposures shall be included on the roll. At least three feet of clear film shall be left on or spliced to each end of the roll. All splices shall be of a permanent nature. ARTICLE II TIME SCHEDULE A. The Contractor is herewith notified to proceed with the services defined under Article 1 on execution by both parties of this Agreement. The Contractor shall promptly commence work and shall complete the services on or before June 1, 1991. B. An extension of time will be granted the Contractor for delays recognized by the City as not within the normal control of the Contractor. ARTICLE III COMPENSATION M A. It is agreed that the Contractor shall be paid by the City the lump sum fee of Ten Thousand Six Hundred Dollars ($10,600) upon completion of the services and delivery of the aerial photograph products as described in Article I of this Agreement. B. Payment shall be made to the Contractor by the City within thirty (30) calendar days of submission of a billing by the Contractor. ARTICLE IV MISCELLANEOUS PROVISIONS A. CHANGE IN SCOPE. The scope of the work described herein shall be subject to modification or supplement upon the written agreement of the contracting parties. Any such modifications in the scope of the work shall be incorporated in this contract by supplemental agreement. At the time of such modification of work, equitable adjustments will be made by the parties of the contract. B. BINDING UPON SUCCESSORS. This Agreement shall be binding upon the undersigned parties, their successors, assigns and legal representa- tives. IN WITNESS WHEREOF, said parties have caused this Agreement to be signed by their duly authorized officers in three counterparts, each of which shall be deemed an original, on the day and year first written. Each Reproducible Halftone shall measure 18" X 19", include a border and contain a title block containing a written and graphic scale, north arrow, index number in lower right corner, date flown, contractor, legend stating "Prepared for City of Salina, Kansas", and a legal description. All reproducibles shall be bound to allow ease of removal and afford maximum protection. (3) 184 Paper Print enlargements scaled from USGS quadrangle sheets to 1" = 200'+ (on Polycontrast RC paper or equivalent) of the photographed area, each illustrating one (1) quarter section. Each print shall measure 16" X 16" and be without border and title but shall have an index number in lower right margin. The paper enlargements shall be delivered in sturdy boxes. The following High Altitude aerial photograph products shall be delivered: (1) One (1) set of stereo contact black and white prints of the photographed area (60% overlap exposures only). All negatives from both low altitude and high altitude photography shall be delivered to the City. All negatives shall be delivered to the City in rolls and winding spools within cans, with each can labelled to show the name and address of the contracting agency, the name of the project, the designating roll number of the photography, the serial numbers of the first and last numbered negative of each strip, proper identification of rejected strips, the date and mean time of exposure of each strip, the approximate scale, serial numbers of the lens -camera combination used, calibrated focal length of the lens in millimeters and the contract number. All extra and rejected exposures shall be included on the roll. At least three feet of clear film shall be left on or spliced to each end of the roll. All splices shall be of a permanent nature. ARTICLE II TIME SCHEDULE A. The Contractor is herewith notified to proceed with the services defined under Article 1 on execution by both parties of this Agreement. The Contractor shall promptly commence work and shall complete the services on or before June 1, 1991. B. An extension of time will be granted the Contractor for delays recognized by the City as not within the normal control of the Contractor. ARTICLE III COMPENSATION A. It is agreed that the Contractor shall be paid by the City the lump sum fee of Ten Thousand Six Hundred Dollars ($10,600) upon completion of the services and delivery of the aerial photograph products as described in Article I of this Agreement. B. Payment shall be made to the Contractor by the City within thirty (30) calendar days of submission of a billing by the Contractor. ARTICLE IV MISCELLANEOUS PROVISIONS A. CHANGE IN SCOPE. The scope of the work described herein shall be subject to modification or supplement upon the written agreement of the contracting parties. Any such modifications in the scope of the work shall be incorporated in this contract by supplemental agreement. At the time of such modification of work, equitable adjustments will be made by the parties of the contract. B. BINDING UPON SUCCESSORS. This Agreement shall be binding upon the undersigned parties, their successors, assigns and legal representa- tives. IN WITNESS WHEREOF, said parties have caused this Agreement to be signed by their duly authorized officers in three counterparts, each of which shall be deemed an original, on the day and year first written.
