08-02-2010 MinutesCommission Action # 1 D 10-02281 1 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS August 2, 2010 4:00 p.m. The City -Commission convened at 2:30 p.m. in a Study Session on the 2011 Budget. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. There were present: Mayor Aaron G. Peck, Chairman presiding Commissioner Samantha Angell Commissioner Tom Arpke Commissioner Norman Jennings Commissioner M. Luci Larson comprising a quorum of the Board, also present: Jason A. Gage, City Manager Greg Bengtson, City Attorney Lieu Ann Elsey, City Clerk Absent: None. CITIZEN FORUM None. AWARDS - PROCLAMATIONS None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Citizen comments on the 2011 budget proposal (informal hearing). Mayor Peck opened the informal hearing. There being none, the hearing was closed. CONSENT AGENDA (6.1) Approve the minutes of July 26, 2010. (6.2) Award of contract for the 2010 Asphalt Mill & Inlay, Project No. 10-2791 to APAC- Kansas, Inc. in the amount of $771,551.28. Moved by Commissioner Jennings, seconded by Commissioner Arpke, to approve the consent agenda as presented. Aye: (5). Nay: (0). Motion carried. DEVELOPMENT BUSINESS (7.1) Acceptance of the offered utility easement, right-of-way and restricted access dedications on the final plat of the Stone Lake Addition. (7.2) Second Reading Ordinance No. 10-10548 rezoning a 150 acre tract of land at the northeast corner of Schilling Road and Ohio Street from Saline County AG (Agricultural) to R (Single Family Residential), R-1 (Single Family Residential); R-2.5 (Multi -Family Residential), PC -2 (Planned Neighborhood Shopping) and PC -5 (Planned Service Commercial). Dean Andrew, Director of Planning, explained the applicant's request to postpone the item. Moved by Commissioner Larson, seconded by Commissioner Jennings, to postpone Items 7.1, 7.2 and 7.3 until August 16, 2010. Aye: (5). Nay: (0). Motion carried. ADMINISTRATION (8.1) Second Reading Ordinance No. 10-10560 approving the issuance of.General Obligation Bonds by the Salina Airport Authority. Mayor Peck noted that Ordinance No. 10-10560 was passed on first reading July 26, 2010 and since that time no comments have been received. Moved by Commissioner Larson, seconded by Commissioner Jennings, to adopt Ordinance No. 10-10560 on second reading. A roll call vote was taken. Aye: (5) Angell, Arpke, Jennings, Larson, Peck. Nay: (0). Motion carried. (8.2) - Award of contract for the Water Treatment and Wastewater Treatment Plants Supervisory Control and Data Acquisition (SCADA) Systems, Project No. 09-2780. Martha Tasker, Director of Utilities, explained the project, contract, and funding. A discussion followed between Commissioner Jennings, City Manager Jason Gage, and Ms. Tasker regarding staffing. Moved by Commissioner Angell, seconded by Commissioner Jennings, to award the contract for the Water Treatment and Wastewater Treatment Plants Supervisory Control and Data Acquisition Systems to R.E. Pedrotti Company, Inc. in the amount of $434,340 with a 5% contingency. Aye: (5). Nay: (0). Motion carried. (8.3) Review and approval of proposed re -financing plan. Rod Franz, Director of Finance and Administration, explained the proposed refunding of the water loans and bond issues Series 2001-A and 2002-B. Moved by Commissioner Jennings, seconded by Commissioner Angell, to authorize staff to proceed with the refinancing plan as presented. Aye: (5). Nay: (0). Motion carried. None.
