RESOLUTION NUMBER 10-6732
A RESOLUTION AMENDING THE 2010-2014 CAPITAL IMPROVEMENT PROGRAM
FOR THE CITY OF SALINA, KANSAS, PROVIDING FOR PHASED IMPROVEMENT
PROJECTS FOR THE BICENTENNIAL CENTER.
WHEREAS, the City of Salina has established. a Capital Improvement Program Policy as a
component of its Financial Policies Document; and
WHEREAS, the Policy includes establishment of a five-year Capital Improvement Program
(C.I.P.) to' guide decision making on public improvements and expenditures; and
WHEREAS, the Bicentennial Center is a valuable and durable asset to the community; and
WHEREAS, the Bicentennial Center exceeds 30 years in age, and no longer presents competitive
features and aesthetics to compete with similar facilities, and
WHEREAS, no current funding mechanism has been identified for capital improvements to the
Bicentennial Center, and
WHEREAS, the Governing Body has completed a review of the Bicentennial Center capital
improvement needs. SO NOW THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Five Year Facility Improvement Plan attached hereto as "Attachment A" is
hereby adopted, and made a part of the City of Salina 2010 — 2014 Capital Improvement Plan.
Section 2. That the improvements so listed shall be considered as "Identified.but unfunded"
pending the specific designation of a funding plan by the Governing Body.
Section 3. That no annual improvement project shall proceed until a specific scope, design, and
detailed construction cost estimate shall have been completed and approved, and the project authorized
by the Governing Body.
Section 4. That the Capital Improvement Program and this resolution may be amended from
time -to -time as deemed appropriate by the Governing Body.
Section 5. That this resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 26th day of April, 2010.
