PETITION.
the Mayor and Councilmen of the City of Salina, in the County of Saline, State of Kansas:
We, the undersigned, your petitioners, each being a resident tax -payer of the City of Salina, in the County of
aline, in the State of Kansas, respectfully petition your honorable body to submit to the qualified electors of said
'ity, for their acceptance or rejection• at a special election to be ordered by your honorable body under and in pur-
uance ofthe laws of the State of Kansas, and the act entitled, "An Act to enable Counties; Townships and Cities to
id in the construction of railroads, and to repeal Section eight of chapter thirty-nine of the laws of 1874," approved
Febuary 25, 1876, and the amendments thereto and acts supplemental thereof, the following proposition with the
erms and conditions herein specified, to wit:
Shall the City of Salina, ir. the County of Saline, in the State of Kansas, subscribe for one hundred and twenty
shares of one hundred dollars each, of the capital stock of the Minneapolis, Lincoln and Southwestern Railroad Com-
pany, a railroad corporation organized and existing under the laws of the State of Kansas, and 'in payment therefor
issue to said Railroad Company twelve of the bonds of said City of the denomination of one thousand dollars each, or
so many thereof, (not exceeding said number) as shall amount to not exceeding four thousand dallars per mile of rail-
road, track and side tracks, constructed in said County of Saline, by said Railroad Company, said bonds to be pay-
able to the bearer at the Fiscal Agency of the State of Kansas, in New York City, thirty years after date thereof,
bearing interest at the rate of six per centum per annum, interest payable semi-annually, for which interest coupons
shall be attached, payable at the fiscal agency aforesaid; this subscription of stock and issue of bonds to be upon the
following conditions, namely:
As soon as said proposition shall be determined in the affirmative, by a canvass 6f the vofes cast at -such election
your honorable body shall immediately convene and order the City Clerk of said City of Salina, for and on behalf of
said City, to make and the City Clerk shall make said subscription in the name of said City for said one hundred and
twenty shares of the capital stock of said Railroad Company.
And when the railroad of said Railroad Company, shall be built of standard gauge, completed and in operation
(by lease or otherwise) from the North line of Saline county, Kansas, to and into the City of Salina, Kansas, to a point �^
of inter -section with the Union Pacific Railway, Kansas Division, and the Missouri Pacific, Railway in Kansas; then
your honorable body shall cause such bonds with coupons attached as aforsaid, to be issued in the name of said City/
of Salina, and shall deliver the same to said Railroad Company, on delivery or tender to the City Treasurer of said
City of a certificate for said shares of the full paid capital stock of said railroad company, equal in amount with ids
bonds—dollar for dollar.,
Provided said Railroad shall be built, completed and in operation (by lease or otherwise) between t e oints
above specified, on or before the first day of Jan uary, A. D., 1888; and
Provided further that if the said Railroad Company shall be hindered or delayed in the constructio of its said
line of railroad, by labor strikes, legal proceedings, or extraordinary action of the elements, the length of time it is so
hindered shall be added to the time herein taken to complete said railroad.
The form of the Ballots to be used at said election shall be "_For the subscription of stock and issue of bonds to
the Minneapolis, Lincoln & Southwestern Railroad Company," and "against the subscription of stock and issue of
bonds to the Minneapolis, Lincoln & Southwestern Railroad Company."
