To the Mayor and councilmen of the•city of Salina, Kansas
Your committee on Franchises and corporations have had under -
consideration the subject of th.e waterworks, and after.due
consideration beg leave to make the following report, that under
the provisions of section 8 of ordinance No, 572 of said city
of Salina taker, in conjunction with recent act of the legislature
of this State, and upon the terms therein expressed and provided
the said city k&Ae the right to submit the question, of the pur-
chase'of the said Waterworks to the voters of the said city,
Your committee are further of the opinion that it would be to
the financial interest of the city to peed at once to the per-
fecting of plans to accomplish such result, And Your committee
o
are father of the opinion that the proper plan of proceedure
Is for the city to appoint its appraiser under the provisions
of said section 8 aforesaid, and then to serve notice upon the
said. Waterworks company to appoint its appraiser, as provide
in the said section of the said ordinance No, 572. and for spee-
dy accomplishment of such purpose your said committee has caused
to be prepared sn ordinance, which they believe will place the
matter in shape for immeadiate action, which is hereto attached
and made a pert of this report,

Your committee therefor recommend that the ordnance hereto
attached be carefully considered and pass by the council at its
earilest opportunity and that such other and father action be
had and taken herein as will bring the said matters to a final
conclusion as soon as possible. Respectfully submited.

An'Ordinance creating the office of waterworks appraiser
of the city of Salina Kansas
and providing for the appointment of such'apprais er, and defin-
ing his duties and compensation,
Be it ordained by the Mayor and councilmen of the city
of Salina, Kansas
Sect�d�n 1,
That there be -and is hereby created the office of
appraiser of the Water Works, of the SalinaWater Works Company
of the city of Salina, Kansas.
Section 2,
That at flh� regular meeting of the council of the
city of Salina, Kansas, after the passage of this ordinance, the
Mayor of the said city of Salina, by and with the eonsettof the

council* shall appoint some suitable person as appraiser of the
Water Works of The Salina Water Works Company, provided that
such appraiser may be appointed at a special meeting of the cofcil
called for:that purpose, and provided further that the Mayor
and council may at any time in their d6scretion remove any such
person so appointed, and appoint some other person in his stead.
Section 8
It shall be the duty of the person or persons who
may be appointed as provided in section 2 of this ordinance
to act in conjunction with any person or persons that may be
secleted ar appoi1ted uder and by virtue of the provisions con-
tained in @tAftexanxNex section 8 of Ordinance No, 872 approved
march loth 1888 of the city of Salina% Kansas.and in conjunction
with such person or persons. to make a true report and inventory

of all of the material used in the construction of the water
Works of the said The Salina Water Works Company, and to return
to the Mayor and council of the.said city of Salina, a true
estimate of the actual value of the said water works at the time
of such appiaisment, which said inventory and estimate shall be
made under'oath, of the said appraisers aforesaid, and for the
purpose of assertaining the true value of the said Water Works
the said person so appointed as aforesaid shall have the right
and he is he}y authorized to expend on behalf of the said city
such amounts of money as shall be necessary, to obtain such evi-
Bence#s all be necessary to make a fair estimate of the value

of said Water Works. Provided that the said appraiser so appointed
as aforesaid shall -not expend any money or contract any obligations
on behalf of said city, untilf there shall be first submited to
ti
the Mayor and council of the said city, an estimate of the amount
that will be necessaryorfor any such purpose, and such estimate
or so much thereof/ as shall be deemed necessary by the said
Mayor and council shall be approved by resolution. And no money
}: shall be expended or obligations in -Burred for and on behalf
of said city in excess of the amount or amounts so approved
by said Mayor and council as aforesaid.
Section 4.
;The said appraiser so appointed as aforesaid shall

redeve as compensation for his services under this Ordinance
the sum of 11 per day.for the time neeessamy employed in the
t** performance of the duties hereunder, which shall be in full
copensation for his services for such duties.
Section b
This Ordinance shall take effect and be in force
