Mayor and Councll ' n� of the city of Salina: ; SECTION 1. r There is hereby created the office of plumbing in- " Spector for the City of Salina, Kansas. SECT 2. i The Fire Chief of said City, from and after the -tak- ing effect of this Ordinance, shall, in addition to the duties now, imposed upon him by ordinance, perform the duties of Plumbing Inspector, as hereinafter.set forth, and shall be the inspector of plumbing for said City. i It shall. be "the: (14W of, the Plumbing.1nspegtgz to ` inspect all jobs of plumbing hereaftiw done in thy. City for the purpose of seein of Salina, g• whether the com- ply in every respect with the provi§ions" of this {dingy` e ance, as hereafter fully set forth, - And such rules And regulations concerning, health and sanitation" as may, be made and promulgated from time toAime by.the,Mayor ; i and Council of said City and the State Board of Health of the State of Kansas. He shall keep a record of all inspections 'made by him, issue certificates to parties completing jobs of plumbing, inspect all buildings being ' erected, altered or repaired, . with regard to plumbing therein, and shall see that all plumbing, drainage and sewer work is done in first class, workmanlike manner, and shall see that the rules and regulations for plumbing - and drainage set forth in this Ordinance are complied with and obeyed. He shall have the power to reject any job of plumbing which is not done in accordance ,with i the provisions of this Ordinance; and, for accomplish- ing the purposes set forth; he shall have the right to enter upon any premises containing plumbing or drains to ascertain whether the provisions of this -Ordinance t have been and are :'being compliedi with; Provi*4that '. any owner of a,building the plumbing of whic had been rejected' by said Inspector who may,: feel ag rieved: at t the decision„ of such Inspecforumay. perrsonall ap�eai t ; 4 T f i - ... r the Mayor and Council and have such order of rejection reviewed by said Mayor and Council and the decision of said Mayor and Council shall be final in the matter. SECIEW 4. 1 Any person who shall in any manner interfere with or preventor hinder the said Inspector of Plumbing in the discharge of his duties.under this Ordinance shall be • i deemed guilty of: a misdemeanor and upon conviction fined in any sum not exceeding fifty dollars for each ! offense. SECTOW 5. I The Plumbing Inspector shall make two inspections of the plumbing done in every building hereafter con- structed in the City of Salina, one of which inspections l r shall be made when the roughing -in work is completed ! and the other when -- such job of plumbing }s fully com- ' pleEed, and he shall issue his certificates showing such i 7 inspections to have been made by him. The Master 1 111 Plumber, or person, company or corporation having the i s contract for the plumbing of any such building shall ;. . pay to such.inspector a feelo#�_one dollar for each such I -7- ✓lam -- mspecrion, or payment Sf which such Inspector shall issue his receipts; Provided, that on alteration jobs _ i ( where the location of a fixture or fixtures are change ? only one inspection, fee of one dollar shall be collected and Provided, further, that all orders for inspection must reach such Inspector on or before 10:30 a. in. on day inspection is to, be made. Later than 10:30 will not ; be inspected until the following day. No inspections to be made on Saturday afternoons. All fees herein pro- vided for. shall be'by such Inspector paid to the City Treasurer, who shall receipt such inspector for the same. SEC ' 6. . Every person engaged in or working at the business of plumbing in the City of Salina, either as a Master ."- Plumber, Employing Plumberor' Journeyman Plumber, shall register his name and address at the office of the ` Inspector of Plumbing, and the Master Plumber and the Employing .Plumber• shall: file with, the 'City Clerk_ -a good and safficieni bond, running to the City of Salina, ' in the sum of -$500, to: be approved by the Mayor, con - I ditioned that such plumber. will` save and hold the -'said ' C Ciiy hart$ess from any injury to Persons or damages to - property which the said plumber, or his servants, agents ` or employes, might cause to any person -or ' ' Lpersons, company OY _COf pOration in, the p-roserutlol_.Qf£.Aii.� work in said }l ,and conditioned further -that all work done. by such Master and Employing Plumber shall lle done, in, accordance with .the provisions of this Ordinance. SECS Of. tea; j � 1 Every person or corporation engaging in or working S at the business of plumbing in the City of Salina, either as a Masier Plumber, Employing Plumber or Journey- ; t man Plumber, shall adhere strictly . to the rules and,, specifications hereinafter set out; and any plumber fail � ing, neglecting, omitting or refusing to,comply with any of the conditions, regulations of any ° i. or requirements' section of this Ordinance, shall be • i deemed guilty of a misdemeanor, and upon conviction i - thereof shall be. punished by a fine of not less than five dollars, fifty dollars for nor more than each offense, ° and shall stand committed until such fine and the costs l of prosecution are paid. Any building wherein a water closet is .installed must , be supplied with a main waste pipe constructed of cast iron, tar coated, having an internal diameter of not less than 4 inches. This main waste must' begin not less than two feet outside of the foundation wall, of the building and continue in the most direct, route, possible '• to the fixture and contihue upward and extend. through•; the roof of the building to a.height not less than ten inches nor more than two feet undiminished in size. p —' SEC808M 10. SECS 12. All cast iron soil pipe must be of a uniform thick- ' ness, sound, free from holes, cracks or any defects and well coated inside and out with coal tar or other equiva-,; lent substance. SECRUM 13. All joints of cast iron soil pipe must be made with picked oakum well and evenly packed into the hub and then the hub run full of molten soft -lead at one running and calked gas and water tight. No cement, paint, putty or other mixture will be allowed to cover the lead, after calking. 1 ' SEC 14. All- connections of lead iron pipe must be made with a cast brass or copper ferrule the same size as the opening into the iron jo l pipe and the lead neatly and substantially joined to pie brass or copper ferrule by a wiped joint and then calked into the hub of the iron pipe with pieked oakum and molten lead the same as for iron soil pipe joint' . . S C. 15. All changes in directions made in main soil, waste or branches must be made with "Y" branches and 1/8, 1/6 or 1/16 bends except in vertical runs, or where runs are , made between joists on a second or higher floor wherein ; v the waste from the fixture may go directly into it; sani- tary tees may be used, but in no case where it is possi- ble to use "Y" branches and bends shall tees be used; -bends may be used where absolutely necessary. SECIMili• 16.:, All horizontal runs of waste pipe must have a fall of not less than I/4 -inch to each foot in length, and be run ! to a uniform grade. SECS 17. ' Wherever horizontal runs of soil pipe or.waste pipe 1 are run along ceilings or walls they must be well and substantially fastened to the timbers above with neat and approved hangers not to extted'five feet apart or "supported to -the wail"with iron hoceks driven substan-' tially into the wall. If the walls are• of cement, stone or brick it must be drilled and plugged for the recep tion of the hooks. SECS 18. Where soil pipe stacks or vent pipes pass through the roof they must be flashed water tight with sheet lead or copper. No other material for flashings will be allowed. SECS 19. No trap of any kind shall be placed at the foot of any soil or waste stack in buildings unless approved by the Plumbing Inspector, or in cases where a lower building not attached shall be within ten feet of windows or air shafts of a higher building; then a. double -vented running trap with a fresh air inlet may be used on the lower building. This fresh air inlet must not be less than 4 -inch internal diameter and extend not less than one foot above the grade level of the building and be 1 fitted with a return bend calked in the top. t " it i J --_yam- • A `� ! _ - SECISM 20. All basements or cellars wherein any plumbing fix -, j ture is connected to the waste' or sewer line must be provided with a suitable backwater trap or gate valve. ? If a gate valve is used it must be fitted with a wheel or key for closing= and must be located in a convenient place for closing or opening when necessary. Whenever, it is possible such back -water trap or gate valve must be placed'so as not to interfere with the use of the plumb- ing fixtures located on a higherfloor when the valve is closed. SECIi "21. Rain waterleaders must not be used as soil, waste or vent pipes, nor shall any soil, waste or vent pipe be used as a rain water leader. When rain water leaders are placed within the house or concealed within the walls of the building they must be of cast iron with leaded joints the same as for waste lines. The inlet spouts con- nected to the roofing must be of copper or sheet lead andconnected to the iron pipe, with brass or copper fer- ruled the same,as in Section No. 13. SECS 25. i In any case where a closet is located on a horizontal .l branch in excess of 10 feet from the main line of soil ;( stack it must be vented by running a separate vent not `less than 2 -inch internal diameter. SECS 26. A clean-out consisting of a brass or iron ferrule with an opening the .full size of the ferrule used and this', opening fitted with. a screwed. brass .covet, gas and water tight, must be placed at.the foot of all main soil stacks 1 in such a mannen as to be accessible for cleaning, and j every run of 2 -inch soil pipe of five feet or over in length must have a ferrule as above described placed in the most convenient point, and accessible for cleaning. of horizontal runs of waste pipe. If a right angle' change in direction is made it must be made with a "Y' branch and Y8 bend and a ferrule placed in end of "Y" branch. — - SECTAW' 27. All plumbing fixtures having a waste either con- nected to the sewer, cess pool or open waste must be trapped with a water sealing trap the 'same size as the minimum inside diameter given' for waste pipes in Section No. 22, and in no case shall the trap exceed a . distance of two feet from the fixture it 'serves. i All sitz baths, bath 'tubs and independent shower baths must be trapped with a lead, drum trap not less than 4 inches in diameter and 8 inches long fitted with a " 4 -inch brass trap screw so placed above the floor as to be accessible for'cleaning; SEVIMM. 28. All hotels, restaurants, eating houses, packing houses, butcher shops, lard -rendering establishments,) creameries .and ice cream factories must provide ,an approved pat- tern of grease trap so constructed that no grease can flow to the sewer. The outlet f rom any grease trap -must not be less than 4 inches internal diameter and be so constructed as to be accessible for cleaning. The top of* all grease traps must be supplied with a cast iron ring and cover fitted gas tight. SECS 28. Refrigerators, ice boxes, bottle racks or any device , wherein articles of #,pod or drink are kept must not in any case be directly connected to any house drain or; sewer, but must drain into an open sinK; Provided, how- ever, this sink must be properly trapped and vented; or ; they may be drained.into-atr approved refrigerator tri; having a deep seal bell trap, syphon proof.��.P SECJWM 30. Any blow -off or discharge pipe from low pressure steam -heating boilers connected to the sewer must be • provided with a blow -off basin or tank constructed of brick, cement, or any, approved cast iron blow -off basin or tank. This basin or tank must be located between, the boiler and the sewer. The discharge from this basin or tank must be properly trapped against the sewer with a cast iron runng trap fitted with an iron ferrule and in brass trap, screw, or this line of pipe may be trapped by extending the end of the pipe down to within three inches of the - bottom of the tank, condenser or blow -off basin so the end of the pipe is covered with a water seal not less than 7 inches. SECiY� All traps of whatsoever kind to whit umbing fixture shall be attached and where the said fix a is connected to any sewer, cesspool or open waste, except syphonic-action water closets, must be re -vented separ- ately, with a line of pipe taken either from the crown of the trap supplying the fixture or by continuous waste and vent fittings. Drum traps must be vented under- ' neath the floor as near the top of the trap as possible• with lead pipe neatly wiped into the trap and carried , above the water line of the fixture. All vent lines shall in no case be less than the schedule of sizes as herein given for the different classes of fixtures specified in Section No. 24. SECS 33. In any case where two or more fixtures are connected to one line of vent pipe the line of pipe above or beyond the junction points must be increased one size for each fixture so connected. SECOM 34. All lines of re -vent pipe must be carried in the most direct line possible from the trap it serves to its outlet and it can either be connected to the main soil stack not less than three feet atove the water line of the highest fixture or be carried through the roof indepndent. If it is run through the roof it must be flashed the same as for main soil stack in Section No. 18. SECOii K 35. When replacing old fixtures with new ones they need not be re -vented where the trap or waste of the fixture i is not disturbed. } SEC'lM . 38. No horizontal runs below• the water line will be al- lowed on re -vent lines of pipe except on drum traps j and when such horizontal lines are run it must drain j toward the trap with a fall of not less than Y4 -inch in four feet. j SECINK 37. pipe for re -vents must be constructed of galvanized wrought iron, cast irroon,� or lead. If cast iron is used it 1� must be sound, flee from cracks, holes, or any defects, .) and be coated inside and out with coal tar or other equivalent substance. SECT 38. All vent couplings must be made with brass ground 1 t Ejoint unions, solder nipples, screwed, calked or wiped , ! joints. No unions using gaskets will be permitted except on brass waste and vent fittings and then only where the brass trap enters the fitting on the outside of the wall and is accessible for, repairs. j i SEC'; 39. j No brick, sheet metal or earthenware flues shall be i used as a sewer ventilator nor shall any chimney flue be used for that purpose. Terminals of all vents must be ± at least five feet from any water 6tank, air shaft or attic window and in no case, shall they terminate at a lower ; w distance than two feet above roof gutter. SEC'! , 40. i Water closets must not be located in an unventilated v room or compartment. Hopper closets when so installed ' f must be trapped with a half "S"^trap constructed of cast iron and placed as near the bottom of the pit as possible. This trap must be fitted with ap iron ferrule and brass trap screw located in a convenient place for cleaning. 1 A two-inch vent must be taken out of the waste pipe a below the floor and as near the bottom of the hopper as . possible and carried up and through the roof of the , building. All main water pipes and branches inside of th building must drain toward this waste cock. „ . y SECIAMM 44. i The use of wood laundry tubs or sinks is prohibited, neither can. any old wood tubs or wood sinks now in- stalled be, changed, -re-set or repaired; but in every case must be replaced -with sanitary fixtures, or entirely 're- , moved. — -- - J� 4 U, SECS 45. All water closets installed in residences or public ! buildings must be glazed earthenware o; enameled iron in one piece; and be of a syphonic-action type with ? r, i flushing rim. No pan or washout. s will be allowed. Each and every c oset so insta ed must be supplied with i a -separate tank for flushing" No series of closets located on different floors of a building will be permitted to be flushed from one tank. 4 SEC 46. j Vaults now erected and being used for water closets i in rear of business buildings, restaurants or hotels must be supplied with sanitary fixtures as described, in this Ordinance hi upon ' owner or occupant•• being notified-.by-=th�;r'Siiwer and A Drainage Committee. J SECIMM 47. All soil, water, air or drain pipes inside of buildings before being covered up must have all openings stopped I' up and be tested with air or water in the presence of the MPlumbing Inspector. In case there are any defective joints or other openings they must be made water and gas tight. If any defective pipe or fittings are discov- ered they must be removedand replaced with sound 1 pipe or fittings as ,the case may be, before being ap- proved by Inspector. SECT 48. All soil, drain', waste or vent pipes must, if practi- cable, be exposed to view ready for inspection at all-, times and for convenience of repairing. When necessar- ily placed within recesses of walls, soil, waste and vent pipes should if practicable be covered with wood work SO fastened with screws as to be readily removed for repairs. SECS 49. j All lead .waste pipes must be properly supported be- j tween the joists with wood. strips, substantially fastened thereto in such a manner 'as to prevent the lead from sagging. SECS 50. Wherever a fixture hangs on a wall there must be grounds placed back of the lath and plaster that the hanger or..brackets of the fixture may be properly -fas- tened thereto. This .work must be done before calling } the Inspector. In case the work is not ready for inspec-` , �.-- tion nor approved. a fee• rqf, twenty-five cents will be made' for each' additional call of the inspector. . SECRMM 51. } In any case where the Inspector may feel unqualified to make a proper decision on the whole or any part of an installed plumbing or drainage system he shall have the right to call in any- Master Plumber to aid him in ` passing judgment as to' whether or not such plumbing or drainage system .fully complies with this Ordinance. j SEMOM 52. ( No person or persons other than duly bonded plumb- ' ers, and to the City of Salina holden under such } bond, will be permitted to open or connect any .private or pub- lic building service sewer or make any tap or connection of private or public building sery whatsoever. ice to any city sewer ' SECWW 53. `.. . No person shall allow any water from the roof of houses or build- ! ings to enter any piece of drain pipe or -drain connected with the public sewer or admit any drainage water from any shelter into such pipe or drain, without obtaining permission from the Inspector of Sewers. Whenever any drain, connected with any public sewer or drain becomes obstructed, broken or out of order, or in such condition as to prevent the use of the sewer or drain, o; unfit for the purpose of drainage, the owner;. agent or occupant, or. -persons having chargeof any building, yard, lot or land or other premises, which are drained by the said drain of which, shall, when directed f by the Sewer Inspector, remove, re -construct, alter, clean or repair said drain, asthe condition of said drain may require. u SEGWOW 54. The Sewer Committee, up- on complaint, shall have the power in all cases where there is a public sewer in any street or alley to cause any owner.of land upon said street or alley, his agent or 'I tenant, to be notified to make a sufficient drain and proper sewer connection for. his or her house, yards or 'lot, closet or premises, -whenever, in their opinion, the } same may be necessary, and they shall thereupon give such owner, agent, tenant, or person occupying such ;premises, ,notice in writing specifying the time when (such drain and sewer connections must be completed, f and if such owner, agent or tenant neglects or refuses to I the same within the specified time, such neglect or refusal shall be reported by the Sewer Committee to the Mayor and Council of the City" of 'Salina, and the Mayor and Council -shall thereby proceed as required by law. SECS►55. TCTo,,person shall here- after erect or -cause to be erected or converted to a new # r purpose by alteration, any building or structure, or \ change the construction of any building'by addition or otherwise so that it or any part thereof shall be in- adequate or defective in respect to plumbing, ventila- tion, sewerage, or any other usual, proper or necessary provision or precaution for the security of life and health, nor shall any builder, lessee or tenant or any occupant of any building or structure, cause or allow any matters of anything to be done`in or about such building or structure dangerous or -prejudicial to life or health. It shall be the duty of any architect or archi- tects, builder or ,builders, . or other person or persons interested in any projected tenement house, lodging house or other place of habitation in the City of Salina, to submit plans and specifications of any such building or buildings to the Sewer and Plumbing Inspectors of said City; that said parties may examine said plans and ' specifications for their approval or rejection or•'to pro- ? pose plans for ventilation, water closets and sewers under buildings, drainage and plumbing. SECWW 56. Plumbing is hereby defined to include the pipes, fix- i tures and appurtenances thereto which are used to con- nect the water from the main and to distribute it in or about any premises or building,. for•, any use whatever, and all pipes or appurtenances used or to be used, for conveying liquids or water within and outside of founda- tion walls of any building and connected with the public sewers orprivate cess pools, and all pipes and appurten- ances, used to ventilate the drains, fixtures and traps in any building so connected, so that all' pipes and connec- tions through which gases, vapors, or waters of any kind r t 1 � may discharge into cess pools or publics sewers i } Sec. 57. That Ordinance No. 1584, passed and approved November 211 1919, and all other ordinances and parts of ordinances in conflict with the provisions of this ordinance, are each and all of them hereby repealed. Sec. 58. This ordinance shall take effect and be in force from and after its publication once in the Salina Evening Journal. Passed and approved 1911. i y e
