1607 Sewer Improvements(Published in the Salina Evening Journal May , 1911)
ORDINANCE N0.
An ordinance providing for the construction of certain sewers in the
city of Salina, Kansas, and letting the contract therefor, and pro-
viding fot the payment of the cost thereof. .
Be it ordained by the Mayor and Councilmen of the City of Salina: --
Section 1. That it is necessary and,hereby ordered that the fol-
lowing described sewers, manholes and catch. basins. be built and con-
structed in the city of Salina, Kansas:
(1) A twelve (12) inch lateral sewer in the alleybetwean Santa Fe

avenue and Seventh street, north of Elm street, which s to commence
about 60 feet north ofpresent manhole at the intersection of said alley
and said Elm street, anti runs north about 450 feet; said sewer to have
one ban -hole at the end of the same.
(2) A ten (10) inch lateral sewer on Fifth street, commencing
r�a about 55 feet north of the present manhole at the intersection of Elm
and Fifth streets, thence north on said Fifth street a distance of about
500 feet

(3) 0a atch basin at the corner of Ei th street and Prescott
avenue; two?2)ccatch basins at the corner of fifth street and Prescott
avenue, and one manhole at Fifth street and Prescott avenue.
Sec. 2. That the plans and specifications of the city engineer
for the work and improvement described in section one hereof, now on
file with the city clerk, are hereby adopted and approved as the plans
and specifications for such work and improvement and are hereby made a __
part of this ordinances, and

Sec 3s That a contrast be and is hereby let to

and which such prices are less than the estimated cost of such sewers
as made and prepared by the city engineer and now on file with the city
clerk.
Sec. 4. That a contrail be and is hereby let to L. H. Lyon for
the building of the manholes and. catch basins described in paragraph
3 of section one hereof at and for the.total sum of $120.00, and which
price is less than the estimated cost -of such work heretofore made by
the city engineer and now on file with the city clerk.
Sec. 5. The cost and expense of constructing such sewers, manholes
and catchbasins shall be assessed against all lots and pieces of ground
cobta.ined in the city of Salina as a sewer district, as provided by
Ordinance No. 613 of the city of Salina, passed'and approved December
231 1887, and the mayor and council are hereby authorised to prov#t�'f6r 4-
the payment of the cost thereof by installments instead of levying the
entire tax or special assessment at one time, and for such installments
they may issue improvement bonds of the city of Salina, payable in in-
stallments of equal amounts each year, none of which bonds nor the in-
stallments thereof shall run longer than ten years or bear interest ex-
ceeding five per cent per annum; and such bonds may be issued to the con
tractors above named in payment of the cost of such improvements, or the
mayor and council may sell said bonds, at not less than their par value,
and pay said contractors out of the proceeds thereof;.and such bonds
shall be of such denominations as the mayor and council may deem proper.
And for the purpose of paying principal and interest on da.id bonds as
they severally become due, the mayor and council shall each year during
real
the life of said bonds levy an assessment against all the taxable,qrop-
erty in said city at the assessed value thereof for general revenue pur-
poses, exclusive of improvements, in an amount sufficient to pay the
principal and interest for that year; and the city clerk shall certify
said assessments, as they are severally made, to the county clerk of
Saline county, Kansas, at the same time and in the same manner as other
taxes of said city are certified.
Sec. 6. This ordinance shall take effect and be in force from and
of tre its publication once in the Salina Evening Journal.
