An ordinance providing for and calling a special election in the city of
Salina, Kansas, for the purpose of submitting to a vote of the
electors of said city the proposition to adopt the provisions of
Chapter 82, Laws of Kansas of 1909, being an act entitled "An act
amending and suppplementalo Chapter 123 of the Laws of Kansas of
1907, and repeals said Chapter in and so far as inconsistent and
in conflict with this act, so far as the same relates to cities of
the second class which adopt the provisions of this act."
Be it ordained by'the Mayor and Councilmen of the City of Salina:
Section .I That a special election be and the same is hereby called,
to be held in the city of Salina, Kansas, on Tuesday, the 4th day of
April, 19111 for the purpose of submitting to the qualified electiors of
said city of Salina the proposition whether or not the electors of said
city shall adopt for said city the provisions of Chapter 82, Laws of
Kansas of 1909, beim; what is commonly known as the . Comission Form of
Goevrnment Act for Cities of the Second Class of the State of Kansas, and
being an act entitled "An act amending and supplemental to Chapter 123 of
the Laws of Kansas of 1907, and repealing said chapter in and so far as
inconsistent and. in .conflict with this act, so far as the same relates
to cities of the second class which adopt the provisions of this act."
Sec. 2. Said special election shall be held at the voting plates
in the several words of the city, between the hours of eight o'clock A.
M. and six o'clock P. M. on the said 4th day of April, 1911; and said
special election hhall be governed in all respects and the result thereof
declared as is .provided by the general election laws of the State of
Kansas, and the laws relating to general city elections in cities of the
second-class of said state; Provided, That if a majority of all the
votes cast at such election shall be in favor of the adoption of said
Chapter 82, Laws of Kansas of 1909, the said act shall be deemed to have
been adopted, and not otherwise.
Sec. 3. The manner of voting at such spedial election shall be by
ballot, and the ballots used shall be in substantially the following
f orm:
To vote in favor of any quepti6h .submitted -on this ballot, make a cross
tX) mark in.the square after the wordnYes; to vote against it,
maize a similar mark in the square after the word No.
SHALL THE FOLLOWING BE ADOPTED ?
Proposition to adopt the provisions of Chapter 82,
Lavas of Kansas of 1909 being an act entitled An Act YES
Amedning and supplemental to Chapter 123 of the Laws of
Kansas of 1907 and repealing said chapter in and so far
as -inconsistent and in conflict with this act, sofa as NO
the same relates to cities of the second class which
adopt the provisions of this act."
and on the back of each such ballot shall be printed, in addition to the
endorsement prescribed for general city x ballots, the words,
"Question Submitted."
Sec. 4. The mayor of said city is hereby authorized and directed
to give notice of such special election by publication, stating therein
that such eledtion is called in.order to submit the said Chapter 82, Laws
of Kansas of 1909, for adoption, stating the proposition to be voted on,
and the time, manner and place of'holding such election, which said
notice shall be signed by said mayor and attested by.the city clerk of
said city, and shall be publishedin the official city paper of said city
once each week for at least three weeks, the last publication of which
shall be at least twenty (20) days prior to the said 4th day of April,
1911.
Sec. 5. This ordinance shall take effect and be in force.from and
after its publication once in the Salina Evening Journal.
