1584 Plumbing(Published in the Salina Evening Journal Nove mber,19b0,) ORDINANCE NO. '10a An ordinance regulating the business of plumbing in the city of Salina, Kansas, providing for an inspector of plumlaing in said city pro- viding penalties -for violations hereof. and repealing alliordi- nances and parts of ordinancesin coslflict with the provisions of this ordinance. Be it ordained by the Mayor and Councilmen of the City of Salina:t­. Section. 1. There is hereby created the office of plumbing in - Spector in sand for the city of Salina,. Kaneas. Sec. Z. The Fire Chief of said city, from -and after the taking effect of this ordinance, shall, in addition, to.the duties now imposed upon him by ordinance, perform the duties.of plumbing inspector, as here- inafter set forth, and shall be the 'inspedtor of plumbing for said city. Sec. 3. It shall be the duty of the plumbing inspector to inspect all jobs of -plumbing hereafter done in the city of Salina, for the pur- pose of seeing whether they comply in every respect with the provisions of this ordinance, as hereinafter fully set forth, and such rules and regulations .concerning health and sanitation as may be mads and promul- gated from time to time .by the mayor and council of said :t city and the State Hoard of Health of - the State of Kansas. He shall keep a record of all inspections made by him, ,issue certificates to parties completing jobs of plumbing, inspect all buildings being erected, altered or re- paired, with regard to plumbing therein, and shall see that all plumbing; drainage and sewer work is dome in.first-class, workmanlike manner, and shall see that the rules and regulations for plumbing and. drainage set forth in this' I ordinance are complied with and obeyed. He shall have the power to reject any job of plumbing which.is not done in accordance with the provisions of this ordinance; and, for accomplishing the purposes above set forth, he shall have,the right to enter upon any premises containing plumbing or drains to ascertain whether the provisions of this ordinance have.been and.are being complied with:. -Provided, that any owner of a building the plumbing of which has been rejected by said inspector who may feel aggrrieved at the decision of such inspector may personally aT)peal to the Mayor and council and have such order of rejection re- viewed by said mayor and council, and the decision of said mayor and council. shall be final in,the matter. Sec. 4. Any person who shall in any manner interfere with or prevent or hinder the said inspector of plumbing do the discharge of his duties under this ordinance shall be deemed guilty of a misdemeanor and upon conviction fined in any stun mot exceeding fifty dollars for each offense. Sec. 5. The plumbing inspector shall make two inspections of the plumbing done in every building hereafter constructed in the city of Salina, one.of which inspections shall be made when the roughing in work is completed and the other when such Job of plumbing is fully completed, and he shall. issue his certificates showing such inspections to have been made by him. The baster plumber, or person, company or corporation having the contract for the plumbing of any such building shall pay to such inspector a fee of one dollar for each such insPection, for the payment of which such inspector shall is ue his receipts; Provided, that on u►Vna. L.c...-•--�--o w.. . jobsAonly one inspection fee of one dollar shall be collected; and provided further, that all orders for inspection must reach such inspector on or before 10:30 a. m....on day inspection la to be made. later than 1OP30 will not be inspected until following day. No inspections to be made on Sat- urday afternoons._ All fees herein provided for shall be by such inspec- tor paid to the city treasurer who shall receipt such inspector for the same* Sec. 6. Every person engaged'in or working at the buiness of plumb- ing -in the city of Salina, either as a master plumber, employing plumber or a journeyman plumber, shall register his name and address at the office of the inspector of plumbing, and the master plumber and the em- ploying plumber.shall file with the city clerk a_good and sufficient bond, running to the city of Salina, in the sum of $500.00, to be approved by the Mayor, conditioned that such plumber will save and hold the said city harmless from any injury to persons or damages: to property which the said, plumber, or his servants, agents and employes, might cause to any person or persons, company or corporation, in the prosecution of his work in said city, and conditioned further that all work done by such master and employing plumber shall be done in accordance with the provisions of this ordinance. Sec. 7. Every person or corporation engaging in or working at the business of plumbing in the city'of Salina, either as a master plumber, employing plumber or journeyman plumber, shall adhere strictly to the rules and specifications hereinafter set out; and any plumber failing, neglecting, omitting or refusing to comply Iwith any of the conditions, regulations or requirements of any section of this ordinance, hereinafter set out, shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a.fine of not less than five dollars, nor more than fifty dollars for each offense, and shall. stand committed until such fine and the costs of prosecttion are paid. Sec. 8.
