Be it- ordained -by the Mayor and ..Councilmen of the City of Salina:--

alina:--$section 1, That for ,the . purpose of paying the cost of paving.,
curbing and. guttering Tenth street, in the city of Salina.* Kansas, be-
tween the south side of Walnut street and the north.side of South
street,, +dere are hereby levied and assessed, on the property liable
therefor, being all. the lots `and pieces of ground lying on either side
of said street to the center of the block on either side thereof„ special
assessments covering the cost of such work and improvement, said special
assessments being based on the special valuation and appriLisement of
said lots and pieces of 'ground heretofore . made by three disinterested
appraisers appointed by the, mayor and co unci 1 which said appraisement
is hereby' referred to and made a part of this ordinance; and the several
amouns -levied,: apportioned and assessed against_ each of said lots and.
pieces. of ground, according to the benefits to be derived by reason of
the paving,, curbing :and guttering of said. Tenth street, between the
limits hereinbefore defined, are described and designated as follows,
to -wit:

Sec. 3.' Said amounts levied, apportioned and, -assessed aforesaid
shall be due and.. collectible in ten (10) equal annual installments, the
first becoming due in the year .1911, and one of said installments falling,
due each and every year.thereafter until all are paid, and all to be
colledted with interest as in this ordinance designated; Providedy that
the owner of any piece of property liable ,for any such special. assess-
ment may redeem his property from such liability by paying into the city
treasury the entire amount chargeable against the same, as in this or-
dinance specified, at any tinge within tYiirty (30) slays after the publi-
cation of this ordinance and before thea issuance of the bonds of said
city in payment of the cost of said improvements and his property so
paid on shall not thereafter be liable for -any further assessment for the
cost of said improvement, nor for any part of the said bonds.
Sec. 4. There is hereby further levied and assessed against each
lot and piece of ground described in section two of this ordinance five
(5) per cent interest per annum on all of said installments therein men-
tioned, .from the, date of the bonds to the time of the collection of
each of said installments, as provided,.by law, which shall be collected
annually at the same tme and in the same mammer as said installments;
and after the taking effect of tai i s .ordinance, and after the issuance of
the bonds as herein provided, it shall. be the duty of the city clerk
of said city to annually, at the 7 same time other city taxes are to be
certified, and until all of said taxes and assessments so apportioned and
levied have been certified, to certify to the county clerk of Saline
county, Kansas, a full list of all property liable to taxation anf
assessment for such work andimprovement, except such property on which
the special assessments aforesaid have been paid in full, as herein pros
vided, together with the respective amounts due on each of said tracts,,
pieces and parcels of land., which amounts shall include the annual in-
stallments and -the interest on the same on all unpaid balances for one
year at the rate of five per . cent per annum as aforesaid; and such
amounts so certified shall be 'co llected as other taxes and assessments
are collected.
Seca 5. This. ordinance shall take effect and be in force from
and after ,its publication once. in the Salina Evening Journal.
