Be it ordained by the Mayor and Councilmen of the city. of Salina:-- License required. Section. 1. No person, firm or corporation, either. as principal or agent,'shall conduct, pursue, - carry on or operate, in the city. f Salina, any calling,'trade, occupation, profession or business hereinafter namea`without first having obtained a license therefor from the city clerk and paying the.16harg a '_ or . charges therefor, as here inaf ter a ' provided. , Amount. Sec. 2. The license tax hereby levied under -this ordi- nance s11 be in the followng`amounts, viz: Auction®ers Auctioneers, not including the''proprietors or-` managers of auction rooms, $25.00 per annum. 2. Auction rooms.. Auctiom�'rooms, $500.00 per annum. 3. Auctionsales. Every person, not a licensed and'r`erularly prac- ticing auctioneer, -and not the..proprietor of a licensed auction room, selling or offering for sale, or causing to be sold or offered for sale, any stock of goods: -or merchandise,' or parts ,there,of," shall: pay a license therefor ire 'the sum of $25.00 per day,,'.or,' $300.00"for six months. 4. Boob a n'ts, *0anvassers, or book; ,inap or picture agents, ' MOO per day. 5. , Bowlli al_leys . 'Bowling alleys, or ten -pin alleys, $25.00 per 6, Circus and menagerie. Circuses and menageries, as follows: For street parade alone,'or street Parade and circus`, one ring, $50.00 per day; two Sing circus street parade 10 alone, or street parade and cir- cus $75.00 per da ''ilree ring circa street made alone, or for street parade and circus, $100.00 per,.da�r,; "For all side shows connected with any such circus or travelling therewith, $10.00 per day. 7. Concerts,, etc. Concerts, theatrical entertainmeents, or enter- tainments, lectures, or exhibitions of any character, for pay or profit, by non-residents of Salina, and not given in any licensed opera house or hall, or in any church or lodge room, $5.00 per day, $15.00 per week. 8. Corn doctors. Corn doctors, or chiropodists, not residents of Salina, $1.00 per day, $5.00 per week. 9. Doctors, etc. Itinerent doctors, dentists, oculists and op- ticians, or doctors, surgeons, dentists, oculists or opticians who ad- vertise their business or profession on the streets by means of dodgers, placards, lectures or operations, $10.00 per day. 10. rens companies. The sum of $50.00 per year on the business and occupations of express companies, corporations or agencies in re - coining packages in this city from persons in the city and transmitting the same by express from this city within this state to persons and places within the state of Kansas; and receiving in this city packages by ex- press transmitted within this state from persons and places in this state to persons within this city and delivering the same to persons in this city, excepting the receipt, transmission and delivery of any such packages to and from any department, agency or agent of the United States, and excepting the receipt, transmission and delivery of any such packages which are interstate commerce; the business and occupation of receiving, transmitting and delivering of the packages herein excepted is not taxed hereby. 11. Free lectures, etc. Free lectures, or free entertainments, of any kind whatever, given on any street, avenue or vacant lot in the City, of Salina, for.the purlbase of advertising any.goods, nares, merchandise, person, thing or business, . other than the advertisement oepatent or proprietary medicines, nostrums W articles, per day, $10.00 per week. 12. Fortune tellers, etc. Fortune tellers, mind readers, clair- voyants, phrenologists, palmists, astrologers, muscle or lung testers, gaugers, or persons permitting others to look through magnifying glasses, telescopes or horoscopes for the purpose of inspecting or viewing any X 8% ob j e c t or thing for pay, $2.00 per day, $x'. 00 per week,,p,-ap- 13. Gift enterprises. Gift enterprises of any kind,$25.00 per day. 14. Goods on streets. Soliciting business or exhibiting goods, wares or merchandise, or samples of the same, on the streets ar adjacent there- to, or in any public place, in the city of Salina, or selling any goods in connection with such exhibit, $2.00 per day; Provided, Nothing in this section shall require a license tax for exhibiting samples in front of a building or room as an advertisement of the business conducted ther:;,,�. therein. 15. Insurance companies. Insurance companies, alntts or age envies, ,handling and wri ing in4this city any kind of insuranceA $1®.00 Viper annum for each insurance company so represented; excepting companies organized under the laws of Kansas and having �a home office in Salina. 16. L Itinerent dealer$. Itinerant dealers in patent or proprietary medicines, nostrums or articles, $10.00 per.day. 17. Lightning rods. Lightning rod agents, $3.00 per day, $25.00 per month. 18. Merry -mo -rounds. -etc. Swings, merry-go-rounds, or riding gal- leries, $10.00.per day, $25.00 per week." 19. Muses. Museums for the exhibition of paintings, works of art or scientific, likrary or other curiosities,for.pay, per day, �, om $ per week. 20. Nickelodeons. Places of amusement or exhibition known and do - scribed as *nickelodeons,*A$50.00 per,.ann =; and no icense shall be issued for less than one year. 21. Opera houses. Opera houses, theaters, halls and other rooms and buildings used for public entertainment for pay, $100.00 per annum. 22. Order$.:.future deliye.. Soliciting orders for future delivery of goods, wares or merchandise from stocks not carried in the.city of Salina, $5.00 per day. 23. Patent rights. Patent right dealers, $5.00 per day. 24. Pawnbrokers. Pawnbrokers or loaners of money on pledged property or security, $100.00 per annum. a 25. Peddlers: clothing, ete.,\Peddlers of and solicitors for ready- made clotbing, , e t'le fabrics, boots and shoes or house furnishing goods,,$5.00 per day, $25.00 per week, when sold from a wagon or vehicle of any kind; $3.00 per day, $15.00 per week, when carried by the person selling the same. No license shall be issued to'any person to sell any such articles from a stand upon any street in the city. 26. Peddlers; miscellaneous. Peddlers of articles not otherwise mentioned in this ordinance, $2.00 per day, $10.00 per week; Provided, That nothing in this ordinance shall require the payment of a license tax by persons selling, hay, graiV fruit, vegetables, milk, or articles of the seller's own raising or production, or by residents of the city selling articles of their own manufacture. 27. Penny arcades. Places of amusement, or exhibition known as "penny arcddep ` $35.00 per annum; and no license shall be issued for less than one year. 28. Sales: bankrupt, barnain. Persons selling or offering for sale goods, wares or merchandise known as or advertised or designated td be goods, wares or merchandise bought at fire sales, auction sales, man- ufacturer's loss sales, wreckage sales, sheriff'&,.creditor's, assignee's, consignee's, bankrupt, special bargain, or damaged goods sales, or, ad- vertised in any manner for the purpose of inducing pus.tomers or people to believe that such goods, wares or merchandise will be sold for a price or prices not exceeding the cost of production, or bankrupt or damaged stocks of goods not otherwise taxed, $25.00 per day, payable in advance. This section shall apply to all stocks of goods that are.not assessed or taxed in the city of Salina; Provided, That this section shall not apply to goods, wares or merchandise which are actually under the control of the sheriff, or an assignee or trustee in bankruptcy, or to goods, wares or merchandise which have been damaged in the city of Salina and which are being disposed of In good faith to close out the same. 29. Shooting galleries. Stationary shooting galleries, $2.00 per day, $15.00 per month; mechanical shooting galleries, $3.00 per day, $25.00 per month. 30. Shows. "Mild West" shows, or exhibitions exhibiting border scenes of Indian fighting, horsemanship and the like, and all kindred exhibitions to these and to circuses and menageries, showing in tents or temporary enclosures, with or without a street parade, $100.00 per day. For all side shows connected with any such show, $10.00 per day. 31. Shows; dog and animal. Dog sho'ft and animal shows -of whatever kind, for which an admittance fee is charged, with or without a parade, $25.00 per day. � 32. Skating rinks. Skating rinks, $50.00 per annum; and no license shall be issued for less than one year. 33. Slot machines. Slot machines, not gambling devices, per annwn. 34. Street parades. All street parades for the purpose of adver- tieing any entertainment, not otherwise named in this ordinance, $3.00 for each parade. 35. Street stands. Street stand�,$10.00 per year; no license to be issued for less than one year. A street stand as used in this ordi- nance,means any temporary place of business,on or adjacent to any street in the city at which articles of merchandise are sold or offered for sale not otherwise mentioned in this ordinance; said stand to be located under the direction of the city marshal. 36. Street vender. Any street vender for articles of merchandise, notions and the like, not otherwise mentioned in this ordinance, $2.00 per day, 37. Summer theaters.: Outdoor or summer theaters, or"air dome" theaters, $50.00 per annum; and no license issued fo4less than one year. • are f Street business; regulations. Sec. 3. Any business which occupies or is carried on in any of the streets,alleys, or public places of the city of Salina, shall, at all times, be subject to such regulations'as the mayor and council shall from time to time adopt; and any failure to observe such regulations shall, without further proceedings or action,, of any kind, forfeit the license of the person failing to observe such regulations. Clerk to issue license. Sec. 4. Licenses under this ordinance shall be issued by the city clerk, under the seal of the city, and signed by the mayor and clerk; but no license shall be issued until the person applying therefor shall produce to and file with the city clerk the receipt of the city treasurer shwoing the payment of the amount required by this ordinance to be paid for the license applied for by such person. Licenses non*assignable. etc. Sec. 5. All licenses shall be non - assignable and non,.transferrable and shall expire, except when issued for one day, one week or one month, on.the last day of June or the last f IYA t, : neo -proe�ion`now pend'�ng and no of f ense heretofore committed under ordinances theretofore enacted shall be affected in any way by the provisions.of this ordinance, but all prose- cutions shall be condubted to final judEnent and all such offenses shall be prosecuted in the same manner as if this ordinance had not been enacted Repeal. See. I. Ordinance No. 795, passed and approved February 15, 1892, Ordinance No. 815, passed and approved November 21, 1892, Or- dinance No.+ 967, passed and approved June 13, 1898, Ordinance No. 1365, passed and approved February 26, 1907, Ordinance No. 1387,.passed and approved August 19, 1907, and Ordinance No. 1403, passed and approved March 2, 1908, and all other ordinances and parts of ordinances in conflib with this ordinance, are each and all of them hereby repealed..
