1535 Sewer Improvements(Publi shed in the Salina Evening Journal January, 1910 ) OIC INANCF NO An ordinance providing for the construction of certain sewer in the city of Salina, specifying the manner of construction, providing for the cost thereof and the manner of payment, and letting the contract therefor. Be it ordained by the Mayor" and Councilmen of the City of Salina: -- Section 1. That it is.necessary and hereby ordered that the follow- ing described semaer be built and constructed in the city of Salina, Kansas, ten (10) inch to --grit: Anlateral surer in the alley between Fifth and Fourth streets, 'V running from the present manhole on the north side of Pine street to a point near the north side of North street, a total length of about 530 feet. See. 2. That the plans and specifications for such sewerx, made by the city engineer, and now on file with the city clerk, are hereby adopt- ed as the plans and specifications for such sewer and are hereby made a part of this ordinance, and such sewer shall be built under and in accord- ance with such plans and specifications. Sec. 3• That a contract for the, building and construction of said sewer above described, -including all UM catch basins and manholes therefor r therefor, as is described hereby let pecifications,and all in said specifications), to '= , �, �C ��% '" , labor f at and material and for the total sum of dollars, which price is hereby found to be a reasonatle price therefor and not to exceed the cost of such improvement as estimated by the city engineer, which estimate is now on file with the city clerk. Sec. 4. The cost and. expefise of constructing such sewer shall be contained assessed against all lots and pieces of ground in the city of Salina as a sewer district, as provided by Ordinance No. 613' of the city of Salinas. passed and approved December 23, 1887, and the mayor and council are hereby authorized to provide for the payment of the cost thereof by in- stallments instead of levying the entire tax or special assessment at one time; and for such installments the mayor and council may issue Improvement bonds of the city of Salina, payable ininstallments of equal mounts in each year, none of which bonds nor any of the installments thereof shall run longer than ten years or bear interest exceeding five per cent per annun. Such bonds may be issued to the contractor con- structing such improvement in payment thereof, or the mayor and council may sell said 'bonds at not less.than their par value and pay the proceeds to the contras tor; and such bonds shall be of such denomination as the mayor and council may deem proper; and for the purpose of paying principal and inters, st on said bonds as they severally become due the mayor and council shall each year during the life of said .bonds levy an assessment against all the real estate in the city of Salina in an amount sufficient to pay the principal and interest for that year; and the city clerk shall certify such assessments, as they are severally made, to the county clerk of Saline county, Kansas, at the same time and in the same manner, as other city taxes are certified, and said assessments shall be liable to the same penalties as all other taxes.
