Be it ordained by the Mayor and Councilmen of the City of Salina: -- section 1. For the purpose of paying the cost and elipense of Paving, curbing, guttering and excavating Eighth street, in the city of Salina, Kansas, between the blocks thereof bounded by the south side of Ash street and the north side of Iron avenue; the south side of Iron avenue and the north side of Walnut street; the south side of Walnut street and the north side of Mulberry street; the south side of Mulberry street and the north side of South street; the south side of South street and the north side of Weil Place and the south line of Lot 2, Block 6, Beebe's addition; and the south side of Weil Place and said south line of Lot 2, Block 6, Beebe's addition and the north side of Prescott avenue; and -for the purpose of paying the cost and expense of paving, curbing, guttering and excavating Walnut street, in said city, between the block ereof bounded by the west side of Seventh street and the east side of Eighth street; the west side of Eighth street and the east side of Ninth street, and the west side of Ninth street and the east side of Tenth street, there are hereby levied and assessed special assessments on ail lots and pieces of ground to the center of the block on either side of said lighth street and Wa int street, respectively, the distance improved as aforesaid, according to the appraised value of such lots and pieces of ground, without regard to the buildings or improvements thereon; said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers appointed by the mayor and council of said city, and being computed and made for each block separately, and the several amounts lagiedo apportionedrtraned aid against each of said lots and pieces ground des- ignated as follows" ." to -wit: See. 2. . Sec. 12. There is hereby further levied and assessed against each lot and.piece-of ground descibeo- in sections 2,03,,4, 51,6, ?, 8, 9, and 10 of this ordinance five (5).. per cent interest per annum on .all said inatallmefits.thereiA mentioned, from the,date-of the bonds until the colo 'lection`of each of said installments, as provided by law, which shall be colledted'annually,ind at tho'seme time and in the same manner as said iaetallmants; and after the issuance of said bonds it shall be the duty of the city clerk of said city,.anpually, at the same time other taxes are to be certified, and until all of said taxes and assessments so apportioned and levied have been certified, to certify to the county clerk of Saline county, Kansas, a full list of all property liable for the cost of such work and improvement, except such property on which the special assessments have been paid in full as herein providdc d, too gether with the respective amountsidue on each of such tracts, pieces and parcels of land, which amounts shall include the annual install• ments and the interest on the same on all unpaid balances for one year at the rate of five per cent per annum as aforesaid; and said amounts so certified shall.be collected as other taxes are collected.
