Whereas, under proceedings duly had and taken in accordance with
the provision of Ordinance No. 372 of the city of Salina, passed and
approved doh 20, 1883, appraisers were appointed and selected by the
city of Salina and the Salina Mader Worke'company to appraise the water
supply plant and property of the said Salina Water Works company, at
Salina, Kansas; end,
1herese, said appraisers duly qualified and have made such appraise-
went, fixing and placing the value of said water supply plant and prop
erty of the said Salina Water.Works company, and of all extensions of
said plant and of the buildings, machinery, property and assets of every
description thereunto belongiMs at the sum of Two hundred two thousand,
seven hundred fortynine dollars ($202,149.00); therefore,
Be it ordained by the Wayor and Councilmen of the city of Salina:•.
Section 1.- That a special election be and the mwe is hereby
called, to be held in the city of Salina,, Kansas, on Tuesday, the 2nd
day of November, 1909, for the purpose R submitting to the electors of
said city of Salina the proposition whether or not the mayor and council
of said city shall be authorised to issue the bonds of said city to the
amount and in the surn of Two hundred twothousand, seven hundred forty
nine dollars *($202,749.00) for the purpose of raising money with ,which
to purchase and acquire for said city the water supply plant and property
of the Saline. Water Works company, at Salina, Kansas, and all extensions
thereof, and of the buildings, machinery, property and assets of every
description thereunto belonging.
Sec. 2. Said bonds shall be of the denomination of one thousand
dollars each, except that one of said bonds shall be of the denomination
of seven hundred fortynine dollars; they shall be made payable in
thirty years from the date of their issue, shall bear interest at the
rate of four and one•half (4 1/2) per cent per am=, payable semi••an-
nually, for which interest coupons shall be attached, and shall be regis-
tered'as required by law.
Sec. 3. Said special election shall be held at the voting places
designated Up provided by law in the several ward a in said city, between
the honors of eight o'clock a. m. and six o'clock p. m. on the said 2nd
day of Novembers 1909; and such special election shall be governed in
all respects and the result thereof declared as is provided by
Sec. 4.. The manner of voting at such special election shall be by
ballot, and the ballots used at such special election shall be in sub•
stantially the following form:

On the back of each such ballot shall be primed, in addition to the
indorsement prescribed for general city ballots, the words `Question
submitted.`
Sec. 5. It shall be the duty of the mayor of said city to issue a
notice or proclamation for such special election,. stating therein the
amount.of bonds proposed to be issued, the purpose of the issue, and
state the polling place or places at which such special election will be
held. Said notice or proclamation shall be aimed by the mayor and city
clerk and shall be.published in the officinal city paper for three cons,
secutive weeks, the first publication of such notice or proclamation to
be at least. twenty (20) days prior to the said 2nd day of Novemberp
1909, and one copy thereof shall also be posted up at or near each of
the polling places As said election is to be held at least ten (10).
days prior to the date of said election.
Sec. 6. This ordinance shall take effect and be in force from and
after its publication once in the Salina Evening Journal.
