An ordinance providing for the construction -of certain sewers, manholes
and catch basins in the' -city of Salina, Kansas; letting the contract
therefor and providing for the cost thereof.
Be it ordained by. the -Mayor and Counci3anen. of the city of Salina: --
Section 1. That it is necessary and hereb7 ordered that the follow-
ing servers, catch -basins and manholes be built and constructed in the
city.of Salina,.to--wit: 120 feet of 10 inch sewer, at corner of Front
street and Iron avenue; 120 feet of 10 inch sewer at corner of Second
street and -Iron avenue; 120 feet of 10 inch sewer, at corner of Third
street and Iron avenue; 95 feet of 10 inch sewer at corner of Oakdale and
Iron avenues, and 45 feet.of 10 inch sewer.at Eighth street and Weil
dace. .Also, two. catch -basins at State and Eleventh streets; two catch -
basins on Eighth street between Iron avenue and Walnut street; one catch
basin corner Iron avenue and Second street; one catch -basin corner Eighth
street and Weil IRlace; 11 catch -basins on Iron avenue, State street and
Eleventh street. Also, One manhole corner Iron avenue and Second street;
six manholes on Eighth street between Ash street and Prescott avenue; all
to be built and constructed at such points and places as are designated
in the plans and specifications of the city engineer therefoll, and accord—
ing
ccording to such plans and specifications, which are hereby approved and made
a
part of this ordinancez, and which plans and specifications are now on
file with the city ,clerk of said city.
Sec. 2• That a contract for the building and construction of the
sewers, catch -basins and manholes described in section one hereof is
hereby let to C.. T. Snyder, of Salina, Kansas, at and for the total sum
of $ r _, and which such, sum is leas than the estimted cost
of such work and
improvement, as
shown by
the estimate of the city en-
gineer therefor
now on file with
the city
clerk.

Sec. 3. TUe cost and expense of constructing such.sewers, catch -
basins and manholes shall be. assessed against all lotsnand pieces 'of
ground contained in the city of Salina a s a sewer district, as pro-
vided by Ordinance No -.613j of the printed ordinances of said City, passed
and approved December 23, 1887; and the mayor'and council are hereby au-
thorised to provide for the payment of the cost .thereof by installments,.
instead of levying the entire,tax or special assessment at one time, and
for such installments the mayor and council are hereby authorized to
issue improvement bonds of the city of Salina,' payable in installments
of equal amunts in: each _year, none of which bonds or the installments
thereof shall run longer than ten years or 'bear interest exceeding; five
(5) per cent per annum. Such bonds may be issued to the contractor con-
structing such improvements, in payment; thereof, or the mayor and council
may sell said bonds, at . not less than their par value, and pay the pro-
ceeds'thereof to the contractor; and such bonds shall be of such denomi-
nations. as the mayor and council may Teen proper. And for the purpose of
principal and
paying interest on said bonds, `as they severallybecome due, the mayor
and council shall, each year during the.lire of said bonds, levy -an
assessment against all the real estate in .the city of Salina in. an
amount sufficient to pay'the principal and interest for that year; and
the city clerk shall certify such assessments, as they are severally
made, to the county clerk of Saline county,.Kansas, at.the same time' and
in the same manner as other city taxes are certified.
Sec. 4. Thus ordinance shall take effect . and. be in force fr cm and
