1498 Firemen's Relief AssociationW (Published in the Sabina Evening Journal , 1.909.) ORDINANCE 140. An ordinance providing for the organization of the Firemgn's Relief asso- ciation' of Salina, and for the use and disbursement by'said associa- tion of the moneys received under the provisions of Chapter 363 of the Laws of Kansas, 1895, as amended by Chapter 272, Laws 1905, and of all other moneys received for like purposes. Be it ordained by the Mayor and Councilmen of the City of Salina: -- Section 1. That as soon.as practicable after the publication of this ordinance, the officers and members of the Salina Fire department shall organize an association which shall be .styled and known asFn ire mOn's Relief Association of Salina. Said association shall be composed of 'all members of the, paid fire department of Salina. The fire chief shall be ek officio president of said Fire+Is Relief Association. The officers of said association shall consist of a president, vice-president. and secretary. There shall be an advisory board of directors, which . shall consist of the preseident, vice president and secretary of said association, and two members of said fire department. Said association shall° adopt such by-laws, rules and regulations as it may deem advisable in carrying out and promoting the objects of said association, not incon- sistent with this ordinance, or the laws of the State of Kansas. The secret4uty shall keep a complete record of the .transactions of the asso- ciation, which shall at all times be subject to inspection by the mayor and council. Sec. 2. The treasurer of the city of Salina shall at all times be the custodian of all funds belonging to the Firem&ts Relief association bf Salina, and shall'. be liable on his official bond for the security of this fund.. He shall keep said fund separate and Apxak apart from all other funds, shall credit said fund from tune to time with the interest due the same from bank deposits thereof, and shall pay out the sane only on warrants issued by.said association, which warrants shall be signed by the 'president tersi ned 4. g by .the seeretWy, and bear the seal of LJ said association. Sec. 3. The Firemen's Relief association of Salina. shall purchase and at all times carry for each of 'its members an accident insuarnce Policy, in some reliable company or companies, of notthan five hundred dollars for each member, payable in case of death resulting from accident, and a weekly indemnity, when injured, of not MOP@ than five dollars; but the aggregate annual premiums shall not exceed twenty per cent of the amount in the hands of the city treasureron the first of the month next preceding the purchase 'of said policies, and an appropriation is hereby made for said purpose. Said association may also pay one hun- dred dollars for the funeral expenses of any member of the fire department when killedin the discharge.of his duties, or in case of death resulting from the effects.of injuries so received, or disease contracted by reason of his duties as such; and an appropriation is hereby made for said purpose Said Association may pay,as a gratuity to the widow, or widow and chil- dren, or the children, or those dependent upon any member who may die from disease contracted by reason`of his duties as 9 fireman, not more than five hundred dollars; and an appropriation is hereby made Por said purpose. Sec. 4. The FiremeIs Relief association shall, through its presi- dent and secretary, present to the mayor and council, in writing, a state- ment of any disbursements that the association, through its board of di- rectors, desire to make,other than those named in section 3 of this or- dinance, and if the same is approved by the mayor and council, the amount so approvked.shall be allowed and appropriated by ordinance to the said Firem&'s Relief association, for the purpose or purposes named, and the same ahall be paid by the city treasurer as provided in section 2 of this ordinance. Sec. 5. All moneys received by said city treasurer for said Fireisftts Relief association shall be used solely and.entirely for the objects and Purposes set forth in this ordinance and in chapter 363 of the Laws of the State of Kansas for the year 1895, as amended by chapter 272 of the Laws of Kansas for the year 1905, and shall be distributed and disbursed by the Firem�h is Relief association of Salina in pursuance of and in accord- ance with such by-laws, rules and regulations as may be adopted from time to time by said association, not inconsistent.with,this or subsequent ordinances of this city or the laws of the State of Kansas. All funds belonging to said Firemkn's Relief association shall be held in trust and used exclusively as a fund for the relief of any member of the paid fire department of Salina when injured or physically disabled in or by reason of the discharge of his duties as such, and for the relief of or the payment of gratuities to the widvw, children or those dependent upon any member of said fire department: who may be killed in the discharge of his. duties as a fireman or who may die from the 'affects of injuries so received, or from disease contracted by reason of his duties as such, or for the purchase of accident insurance upon the members of the fire de-' partment and for the payment of the necessary funeral expenses of any member of said fire department when killed in the discharge of his du ties as a fireman,or in the case of death resulting from the effects of injuries so received, or disease contracted by reason of his duties as such.
