Secy 2.. That the committee on sidewalks of the city council shall,
as soon as practicable after the said _day of 190

cause such sidewalk as described in Section One h of
to be constructed
as herein provided where such owner or owners fail, neglect or refuse to
build the same, as provided herein, and shall report their proceedings,
together with the length and dimensions of the walk so constructed by
said committee and the actual expense thereof to the city council.
Sec- 3. The expense of constructing said walk by said committee
shall be assessed against the real estate abutting thereon according to
the front foot thereof, and collected as other taxes against such real
es'tat-e.
