That the mayor and city clerk are hereby authorized, without unnecessary delay, to prepare and execute said bonds, and that when executed they shall be registered with the city clerk of Salina, the county clerk of Saine county,Kansas, and by the auditor of State of the State of Kangas, as required by law, and shall be by the mayor of said city delivered to the contractors.constructing such improvements, in proportion to the amount ba of money due each of said contractors, in payment for the said improvements made by them, or,, the mayor and council may sell said bonds, and out of the proceeds thereof pay said contractors; Provided, that if said bonds are delivered to said.contrac« tors, as aforesaid, the said contractors shall xxind repay to the city of Salina all "Sums of money heretofore advanced by said city to said con- tractors on account of said improvements;, and that the mayor and council shall annually make provision for the payment sof the principal and in- terest of said.bonds, as the same shall become due, by levying an as- sessment upon the property liable therefor.
