An ordinance relating to apportioning and levying a s�ecial assessment on
certain lots and pieces o ound in the ci y of Salina, Kan -
I to pxrthe cost of curbing and guttering both sides of
Eleventh eet, between the south side of Iron avenue and the
south side of south street, and relating to the collection
thereof.
Be it ordained by the Mayor and Rouncilmen of the city of Salina: --
Section. 1. That for the purpose of paying the cost of curbing and
guttering both sides of Eleventh street, between the south side of Iron
avenge and the south side of South street, in the city of Salina, Kansas,
there is hereby levied and assessed a special assessment on all 4ots and
pieces of ground liable therefor, to the center of the block on either
side of said Eleventh street the distance improved, according to the
appraised value of such lots and pieces of ground, without regard to the
buildings or improvements thereon; said special assessments being based
on the special 'valuation and appraisement of said lots and pieces of
ground heretofore made by three disinterested appraisers appointed by
the mayor and council of said city, and being computed and made for each
block separately, and the several amounts levied, apportioned and as-
sessed against each of said lots and pieces of ground according to the
benefits to be derived by reason of the curbing and guttering of said
Eleventh street, between the limits hereinbefore defined, are described
and designated as follows, to -wit:

Sec. 4.. Said amounts levied, apportioned and assessed as aforesaid
shall be due and collectible 1 , � equal annual installments,, the
first becoming dur in the.year. 909, and one of the said installments
coming due each and every year thereafter, and all to be collected with
interest as in this ordinance provided: Provided, that the owner of any
piece of property liable for any, such special, a,seessment may redeem his.
property from such liability by paying into the city treasury the entire
amount chargeable against the sane, as in this ordinance ddsigaated, at
any time within thirty days after the publication of this ordinance and
..before the issuance of the bonds of said city in payment of the amount
of money that may"be due for such work and improvement at the time of
their issua,,'and his property so paid on shall not thereafter be liable
for any. further assessment for the cost of said work nor for the said
bonds:
Sec. 5. There is hereby further levied and assessed against each
lot and piece of ground described in sections 2 and 3 of t} --,is ordinance
five per cent interest per annum on all of said installments therein
mentioned, from the date of the bonds uAtil the collection of each of
said installments, as provided by law, which shall be collected annually
and at the same time and in the same manner as said installments, and
after the issuance of said bonds, it shall be the duty of the city clerk
of said city, annually, at the same time othe taxes are to be certified,
and until all of said taxes and assessments so apportioned and levied
have been certified, to certify to the county clerk of Saline county,
Kansas, a full list of all property liable for the cost of such work and
improvement, except such property on which the special assessments have
been paid in full, as herein provided, together with the respective
amounts due on each of said tracts, pieces andarcels of land, which
and the
am&unts shall include the annual installments at interest on the same
on all unpaid balances for one year at the rate of five per cent per
annum as aforesaid; and said amounts so certified shall be collected as
other taxes are collected.
Sec. 6. This ordinance shall take effect and be in force from and
after its publication once in the Salina Livening Journal..
