ORDTRANCE O.
An ordinance providing for the construction: of certain sewers and drains
in the city of Salina, Kansas.
Be it ordained by the Mayor and Councilmen of the city`af Salina:--
Sectionl• --That it. is necessary and hereby ordered that the fol-
lowing described sewers and drains lie built and constructed,in the city
of.Salina, to -wit:
A ten,,( -10) inch-. combined sanitary and drainage sewer saron Bim
,street, from Tenth street to Olive street., a distance.of about 3,309
feet;, said sewer to. have eleven (11) znanholea* and .two (2) catch basins.
Sec. 2• That the.plans and specifications of the city engineer,
for such sewer,,iaanholes' and catch basins, now on file with the city
clerk, are hereby adopted and `approved as and for the plans and specifi-
cations
pecifiwcations for such sewers, manholes and catch basins, and the same are
hereby incorporated in and made,a.part of this ordinance in all respects �.
as if the same were written out in full herein,.and all the work herein
and therein provided for shall be done.in accordance with such plans and
specifications, -and under the direction of the. said city engineer:
Sec. 3. That after the:passaage and.publicatien of this ordinance
the city clerk shall;advertise.for 'bids for the cotistruction of said
sewer, manholes andcatch basins, in the official city paper, for such
time xxxkkw and upons such .conditions as the mayor and council may
determine,.and the contract fdr. the building and construction'of such
sewer, manholes and catch basins shall be let to the lowest and most re-
sponsible bidder, as determined by the.said mayor. and council, the said
mayor and council reserving the right to reject any and all $bids•
Sec • 4.. '-'The cost and expense of constructing such 'sewer, manholes
and catch basins shall be assessed against all lots and pieces of ground
contained .in the city of Salina as a sewer district, as provided by Or-•
dinance Ido " 6l3,- of the printed ordinances of said city, passed and ap-
proved December.23, 18$7, andmayor. and council are. hereby authorized
toprovide for the payment .of the cost thereof by installments instead
end levying the entire` tax or special assessment at one time; and for such
installments the mayor and council are hereby authorized to issue improve
-..went bonds Pf the city of Salina, payable in installments of equal amounts
each year, none of which bonds or the installments thereof shall run
longer than ten years or beau interest exceeding, -,five (5) per cent per
'annum• Such bonds may be issued to the contractor constructing such
improvements, in payment thereof, or the mayor and council may sell.said
bonds, at not less than their'par value, and pay the proceeds thereof to.
the contractor, and such bonds shall be of such denominations -as the
mayor and council may.deem proper. And for the purpose of paying princi-
pal and interest on said bonds as they severally become due,'the mayor
and council shall, each year during the life of said bonds, levy an
assessment against all the real estate in the city of Salina in an t�
amount sufficient to -pay the -.principal and interest for that year; and
the city clerk shall certify such assessments, as.they are severally
made, to .the county clerk of Saline county, Kansas, at the same time
and'in the; same manner as. other city taxes are certified.,
Sec -.5.#' This ordinance shall take effect and be in force from and
after its publicat ion once in the Salina Evening Journal •
