1474 Sewer Improvements(Published in the Salina Evening :ourna l ORDINANCE N0 . /A/ An ordinance providing for the construction of certain sewers and drains in the city of Salina, Kansas. Be it ordained by the Mayor and Councilmen of the city of Salina: Section 1• That itis necessary and hereby ordered that the follow- ing described sewers and drains be built and constructed.in the city of Salina, to -wit:, (1) A storm sewer on Walnut street, from its present erminus at the ?\ west line of Seventh street to a point about fifteen feet west of the gest line of Tenth street i . a distance of about 950 feet, and to be con- structed of 21 and 18 inch sewer pipe. (2) A ten (10) inch sanitary sewer commencing at the present ter- minus of the sewer. at Eighth street and Prescott avenue, running east on Prescott avenue, about 170 feet to the center of Highland avenue, ' thence south on Highland avenue to Crawford avenue, a total distance of about 1330 feet. Sec. 2. That the plans and specifications of the city engineer for such sewer, now on file with the city clerk, are hereby adopted and approved as and for the plans and specifications for such sewers, and the same are hereby incorporated in and made a part of this ordinance in all respects as if the same were written out in full herein, and all the work herein and therein provided for shall be done in accordance with such plans and specifications and under the direction of the said city engineer. Sec. 3. That after the passage and publication of this ordinance the city clerk shall advertise for bids for the construction of said sewers, in the official cio paper, for such time and upon such con- ditions as the mayor and council may determine, and the contract for the building and.00nstruction of such sewers shall be let to the lowest and most responsible bidder, as determined by the said mayor and council,,.the said mayor and council reserving the right to reject any and all bids. Sec• 4. The cost and expense of constructing such sewers shall be assessed against all,the lots and pieces of ground contained in the city.of Salina as a sewer district, as provided by Ordinance No. 613 of the printed ordinances of said.city,.passed and approved December 2311 1887, and the.mayor.and council are hereby authorized to provide for the Payment of'the cost thereof by installments instead of levying the entire tax or.spedial assessment atone time, and for such installments the mayor and council are hereby authorized to issue improvement bonds. -of the city of Salina,. payable in installments of equal amounts each year, none of which bonds or the installments thereof shall run longer than ten years or bear interest exceeding five W per cent per annum. Such bonds may be issued to the 'contractor constructing such improvement,. in payment'thereof, or the mayor and council may sell said bonds, At not less than their par value, and pay the proceeds thereof to the con- tractor, and such bonds shall be of.such denominations as the mayor and council may deem proper. And for the purpose of paying principal and interest on said bonds as they severally become due, the mayor and council shall.each year during the life of said bonds levy an assess- ment against all the real estate in the city of Salina in an amount sufficient to pay the principal and interest for that year, and the city clerk shall certify such assess*ents, as they'are severally made, to the county clerk of'Saline county, Kansas, at the same time and in the same manner as other city taxes are certified.
