1473 Sewer Improvements(Published in the Salina Bevning Journal______-., 1909.) 0IRD INANCE 110 . / _7 Q _,_ An ordinance providing for the construction of certain sewers, manholes and catch basins in the city of Salina, Kansas. Be it ordained by the Mayor and Councilmen of the City of Salina: -- Sect ion, alina:--Section 1. That it is necessary and hereby ordered that the fol - 'lowing described sewers, manholes and catch basins Yse built in the city of Salina, to -wit: (1) A ten (10) inch lateral seder on Eleventh street, commencing at the intersection of Iron avenue and Eleventh street and running south to the center of Walnut street, thence west on Walnut street to the center of the alley between Eleventh and Twelfth streets, thence south in said alley to the center'of South street, the entire length of said sewer being about 2,228 feet; said sewer to have seven.(7) manholes. (2) A fifteen (15) inch lateral sewer on Santa Fe avenue commencing at Crawford avenue and running.so.uth a distance of thirty (30) feet. ( )° n c ni y n44-draiAa e s w on MM etre m t t tre t, d an f ab ,30 , t 4sd ew t ha a r (I nho es c ch basfee � G3J One catch basin at the junction of Prescott avenue and Eighth street. --" Sec • - -That- the plan "ani speci3ca�3one © 'tie c iiy ` eng3i�te�i' 302' such sewers, manholes and catch -basins, now on file with the city clerk, are hereby adopted and approved, -and such plans and specifications are hereby incorporated in and made a part of this ordinance in all respects as if the same were written out in full herein, and all the work herein and therein provided for shall be done in accordance with such plana and _sp'ecifications and under the direction of the said city engineer. Sec. 3. That after the passage and publication of this ordinance, the city clerk shall advertise for bids for the construction of said sewer, manholes and catch -basins, in the official city paper, for such .time and upon such conditions as the mayor and council may determine and designate, and the contract for the buuilding and construction of such sewers, man -holes and catch -basins shall be let to the lowest and most responsible bidder, as determined by the said mayor and council, the' said mayor and council reserving the right to reject any and all bids. Sed. 4. The cost and expense of constructing such sewers., manholes and catch -basins shall be assessed against all lots and pieces of ground contained in the city of Salina as a sever district, as.provided by Or- dinance No. 613, of the printed ordinances of said city, passed and approved December 23, 1887, and that the mayor and council are hereby atithorized to provide for the payment *Iww x of the cost thereof by installments instead of levying the entire tax or special assessment at one time, and for such installments the mayor and council are hereby authorized to issue improvement bonds of the city of Salina, payable in installments of equal amounts each year, none of which bonds or the in- stallments thereof shall run longer than ten years or bear interest ex- ceeding five (5) per cent per annum. Such bonds may be issued to the con- tractor constructing such improvements, in payment thereof, or the mayor and council may sell said bonds, at not less than their par value, and pay the proceeds thereof to the contractor, and such bonds shall be of such denominations as the mayor and council may deem proper. And for the purpose of paying principal and interest on said bonds as they severally become due, the mayor and council shall each year, during the life of said bonds, levy an assessment against all the real estate in the city of Salina in an amount sufficient to pay the principal and interest for that year.; and the city clerk shall cevtify such assessments, as they are severally made, to the county clerk of Saline county, Kansas, at the same time and in the same manner as other city taxes are certified.
