1425 Levy Special Assessments(Published in the SalinaEvening Journal lsoa). ORDINANCE NO.� An ordinance relating to apportioning and levying a special assessment on certain lots and pieces ofground in the city of Salina, Kansas, to pay the cost of paving, curbing and excavating Santa Fe avenue in said city between Walnut and Mulberr-y streets, Mulbery and South streets South street and Prescott avenue and between Prescott and Crawford avenues; and relating to the collection thereof. Be it ordained by the Mayor and Councilmen of the city of Salina: -- Section 1. That for the purpose of paying the cost of paving, excavating and curbing Santa Fe avenue, between the blocks thereof bounded by the nouth side of Walnut street and the north side of Mul- berry street; the south side of Mulberry street and the north side of South street; the south side of South street and the north side of Prescott avenue, and the south side of Prescott avenue and -the north sidb of Crawford avenue, in the city of Salina, Ks I sas, there'is-hereby levied and assessed a special assessment on all lots and.pieees of ground liable therefor on both sides of said Santa Fe avenue the distance 6ebe paved and improved as aforesaid, to the center of the block on either said of said street, according to the appraised value of such lots and pieces of ground, without regard to the buildings or improvements there- on, said special assessment being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers appointed by the mayor and council of the city of Salina, and the several amounts levied, apportioned and assessed against each of said lots and pieces Qf ground according to the benefits to be derived by reason of the paving, curbing and excavating of said Santa Fe avenue between the limits hereinbefore defined, are described and designated as follows, -to -wit: Sec. 2. Said armunts levied, apportioned and assessed aforesaid shal be due and collectable in ten equal annual installments, the first becoming due in the year 1908, and one of said installments each and every year thereafter, and all to be collected with interest, as in this ordinance provided; Provide., that the owner of any piece of property liable for any such zpecial assessment.may redeem his property from such liability by paying into the city treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thmrty days after the publication of this ordinance and before the is- suance of the bonds of said city, and his property so paid on shall not thereafter be liable for any further assessment for the cost of said work nor for the said bonds. Sec. 7. That there is hereby further levied and assessed against each lot and piece of ground described in sections 2, 3, 4 and 5 of this ordinance, five per cent interest per annum on all of. said installments therein mentioned from the date of the bonds untik the collection of each of said installments, as provided by law, which shall be collected annually at the same time and in the same manner as said installments; and after the taking effect of this ordinance it shall be the duty of the Uity clerk of said city annually, at the same time other taxes are to be certified, and until all of said taxes and assessments so apportioned and levied have been certified,, to certify to the county clerk of Saline county, Kansas, a full list of all property liable for such work or im- provement, except such property on which the special assessments afore- said have been paid in full, as herein provided, together with the re- spective amounts due on each of said tracts, pieces and parcels of land, which amounts shall include the annual installments and the interest on the same on all • unpaid balances for one year at the rate of five per cent per armum as aforesaid; and such amounts so certified e of ied shall be col- lected as other taxes and assessments are Sec. 8.
