ORDINANCE NO.V-Vg, 'may
An ordinance providing for the construction of certain sewers, man -holes
and catch -basins in the City of Salina, Kansas.
Be it ordained by the Mayor and Councilmen of the City of Salina: --
Section 1• That it is necessary and hereby ordered that the fol-
lowing sewers, man -holes and catch -basins be built and constructed in the
city of Salina, Kansas, as in this ordinance provided, to -wit:
A fifteen inch sanitary and drainage sewer on Elm street, comene-
ing at the man -hole on Elm street
in the line of the alley,netween Fourth
and Fifth streets, thence west 160 feet to Fifth street, thence north on
said street a distance of sixty feet %. ncluding all man -holes and catch -
basins specified in the specifications for such sewer;
A 12 inch sanitary sewer in the alley between Santa Fe avenue and'
Seventh street, commencing at the man -hole on Elm street, running thence

north sixty fe et; including all man -holes and catch -basins specified in

the specifications for such sewer.
One man -hole at junction of Santa Fe and Prescott avenues; 'moi
at' junction of. Collegeavenue and Walnut street; O "-�
ee catch -basins a junction of Santa Fe and Prescott avenues;
two catch basins on Prescott avenue at Tenth street and First avenw;e;
two catch -basins at junction of Morrison avenue and Tenth street;
All of the material, in the form and manner as described and se'�
forth in the plans and specifications of the city engineer therefor naw
on file with the city clerk.
Sec. 2• That such plans and specifications are hereby adopted and
approved, and the same are hereby incorporated in and made a part of this
ordinance in all respects as if the same were written out in full herein,
and all the wor'_, and construction herein provided for shall be done in
accordance with such plans and specifications, and as provided in this
ordinance, and all such work and construction shall be done under the
direction and supervision of the city engineer of said city.
Sec. 3. That a contract for the construction of the sewers, man-
holes and catch -basins specified in section one of this ordinance be and
is hereby let to Am,_✓�___ of Salina, Kansas, at
and for the price and prices specified in the bid _or proposal of said
on file with the `ei'ty clerk, and which
bid or proposal is hereby incorporated in and made a part of this or-
dinance in all respects as if the same were written out, in full herein,
and such price or prices in such bid or proposal contained are hereby
found not to be in excess of the estimated cost of such work and improve -
Ment, heretofore made by the city engineer and now on file with the said
city clerk.

the payment th.x of the cost thereof by installments instead of
levying the entire tax or special assessment :A one time; and for such
installments the mayor and council are hereby authorized to issue improve-
ment bonds of the city of Salina, payable in installments of equal amounts
each year, none of which bonds or any installments thereof shall run
longer then ten years-or,bear inteeest exceeding five per cent per annum.
Such bonds may be issued to the contractor constructing such improvements,
in payment thereof, or the mayor and council may sell said bonds, at not
less than their par value, and pay the.,proceeds thereof -to the contractor,
and such bonds shall -be of such denomination as the mayor and council mqq
deem proper. And for the purpose of paying principal and interest on
said bonds as they severally become due, the mayor and council shall,
each year during the life of said bonds; levy an assessment against all
the real estate in the city of Salina in an amount sufficient to pay
the principal and interest for that year; and the city clerk shall cer-
tify such assessments, as they are severally made, to the county clerk
of Saline county, Kansas, at the same time and in the same manner as
other city taxes are are certified, and said assessments shall be liable
to the same penalties as all other taxes.
Sec. 5. This ordinance, shall take effect and be in force from and
after its publication once in the
