ORDINANCE NO.
An ordinance provding for the issuance of bonds of the city of Salina,
in •the Alm of$ to pay for the improvements of
portions of Iron avenue in said city; and repealing 8rdinace No.
P83, passed and approved August 19, 1907.
SEAS, in pursuance of proceedings duly had and taken according to
law, contracts have been let for the paving, excavating and curbing of
Iron avenue, in the city of Salina, Kansas, between the west end of Iron
avenue bridge over the Smoky Bill River and the east line of Santa Fe
avenue, and between the west line of Santa Fe avenue and the east line of
College avenue, and the total cost of such improvements has been ascer-
tained, and the portion thereof to be paid by a general tax to be levied
upon all of the taxable property within said city has been ascertained to
be the sum of,wand the portion th;reof to be paid by special
assessmentsuponthe lots and pieces of ground liable therefor has been
ascertained and said amount has heretofore been duly assessed and appor-
tioned to the said severl lots and pieces of ground, payable in ten
annual installments, according to law, and the amount for which bonds are
to be issued in anticipation of said special assessments which remain
unpaid has been ascertained and is hereby determined to be the sum of

authorize the issuance of bonds on account of said improvements; theref%re

Sedtion 1. That there Mall be issued on account of said street
improvement a series of bonds of the city of Salina, in the aggregate sum
of� ,v ,.,which shall consist oft bonds of 11000k00
each, and mae bondsof $ ,all 'bearing date of September 3rd,
1907, numbered from No. O to No. , inclusive, bearing interest
at the rat f five per cent per annum, payable semi-anrr&?�lly on March
3rd and September 3rd,': r.; of each year, and shall become due and pay-
able as follows: on September 3rd, 1948, and ��-on
the 3rd day of September,in each and every year thereafter for the
period of nine years.
Sec. 2. That said bonds shall be signed by the mayor and attested
by the clerk of said city and shall have the corporate seal of the city
attached thereto, and that the interest coupons shall be signed by the
city clerk, and that both bonds and coupons.shall be payable at the
Fiscal Agency of the State of Kansas, in,the city of New York, State of
New york.
Sec. 3. That said bonds zft$ shall be executed in the form and
shall contain recitals substantially as follows:

INTERNAL IMPROVEMENT BOND.
KNOW ALL ION BY THESE PRESENTS, That the City of Salina, in the
county of Saline, State of Kansas, for value received, hereby acknowledges
itself to be indebted to and promises to pay the bearer the sum of
Dollars, lawful money of the United States of America, on the 3rdany of
September, X19 , with interest thereon at the rate of five per cent
per annum, payable semi-annually on the 3rd day of March and September
each year after the date thereof until the principal sum kxzxkanxxpwctdxx
shall have been paid, upon the presentation and surrender of the proper
interest coupons hereto attached bearing the signature of the clerk of
said city, as they severally become due, and both principal and interest
are payable at the Fiscal Agency of the State of Kansas, in the city of
New York, State of New York, and the city of Salina is hereby held and
firmly bound, and its faith and credit and all the real and personal
property in said city are hereby pledged for the prompt payment of the
principal of this bond and the interest thereon at maturity.
This bond is one of a series of bonds of like date and tenor issued
by the said ci--y of Salina to pay for street improvements in and for
said city under and by authority of and in compliance with the pro-
visions of the laws of the State of Kansas governing cities of the second
class of less than ten thousand inhabitants, and in compliance with an
ordinance duly and legally passed by the mayor and council of said city .
on the 4th day of September, 1907.
And it is hereby declared and certified that all acts, conditions and
things required to be done and to exist precedent to and in the issuing
of this bond have been properly done and perforimed.and do exist in regular
and due form as required by the constitution and laws of the State of
Kansas, and that the total indebtedness of said city, including this
series of bonds, does not exceed any constitutional or statutory limi-
tations.
In Testimony 'Whereof, said city of Salina, by its mayor and council,
has caused this bond to be signed by its mayor and attested by its clerk,
and its corporate seal to be hereto affi�xed and this bond to be dated

Sec. 4. That the interest coupons to be attached to said bonds
shall be substantially in the form following, to -wit:

On the day of , 19 , the city of Salina, Kansas, will pay
the bearer dollars, at -the Fiscal Agency of the State of Kansas,
in the city of New York, State of New York, being six months' intere st
on its Internal Improvement Bond dated September 3rd, 1907.
City Clerk.
Sec. 5. That the mayor and city clerk are hereby authorized, without
unnecessary delay, to prepare and execute said bonds and coupons, and that
when executed they shall be registered with the city clerk of the city of
Salina, the county clerk of Saline county, and by the auditor of State of
the State of Kansas, as required by laws and shall be by the mayor of
said city delivered to Haskins & Ramsey, the contractors constructing
such improvements, in payment for the amount due them for such work; or,
the mayor and council may sell said bonds and out of the proceeds thereof
pay said contractors, and that the mayor and council shall annually make
provisions for the payment of the principal and interest of said bonds,
as the same shall become due, bX1 by levying a tax upon the property
liable therefor.
Sec. 6. That Ordinance No. 1383, passed and approved August 19,
1907, be and the same is hereby repealed.
Sec. 7. This ordinance shall take effect and be in force from and
after its publication once in the Salina Evening Journal.
