ORDINANCE NO. 2241
(published in the Salina Daily Union March 1919)
An ordinance relating to waste -and offensive matter and provid-
ing for the care and disposal thereof.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. It shall be unlawful for any person to throw,
place or deposit, or leave or cause to be thrown, placed or de-
posited or left in any of the public streets, highways, alleys,
lanes, lots , parks or thr>roughfgres of the City of Salina, any
dirt, filth, sewerage, sweepings, rakings, dung, excrement, com-
post, papers, cans, stable manure, boxes, leaves, ashes, grass,
weeds, vegetables, slops or litter of any kind, from and after
the taking effect of this ordinance,
Section 2. The vacant space in the rear of any business
lot, house or mercantile establishment, between the rear of the
building and the alley, if any such vacant space there be, shall
at all times be kept clean and clear of all of the matter set f crt
in Section 1 herein, and the occupant or occupants of the ground
floor of any such business house or mercantile establishment
as set forth herein shall be and is* hereby charnged with the
duty of keeping the said space clean, except such refuse as may
be deposited by other occupants or such building, whose duty it
shall be to remove the same.
Section 3. It shll be the duty of the owner, or the occu-
pant of the ground floor, if the same be not occupied by the
owner, to keep *the ground floor, and the space between the rear
of the building and alley clean and free from all matter enumer-
ated in Section One (1).
Section 4. It shall be the duty of every owner or occupant
of any bisiness house, restaurant, hotel, boarding house or mercan
the establishment, within thirty days from the taking effect of
this ordinance to .provide a tight metal receptacle in which to
deposit all matter set forth in Section 1 herein. And the content)
of all such receptacles shall be removed in a careful and clean-
ly manner when the same becomes filled, or the contents emit of-
fensive odors or become unsanitary. All such receptacles shall
be provided with fly -proof covers and shall be kept closed except
at such times as matter is being placed therein, or removed there-
from.

Section 5. Nothing in this ordinance shall prevent
any person who may be building on or otherwise improving his
property from encumbering the street, avenues or alleys of
said City. under a peroper permit from the proper officers
of the City.
Section 6. any person, firm or corporation violating
any of the terms of this ordinance shall upon conviction be
fined in any sum not exceeding Fifty ($50.00) Dollare and be
committed to the City Jail until such fine is paid.-

conflict herewith are hereby repealed.
Section 8. This ordinance shall take effect and be in
full force from and after its publication once in the official
City paper.

Section 6. Any person, firm, or corporation violating, any of
the terms of this ordinance, shall upon conviction be fined in any sum
not exceeding Filby (450.00) Dollars and be comitted to the City Jail
until such fine is paid.
Section 'i. All ordinances andparts of ordinances in conflict
herewith are hereby repealed.
