2145 Improve Fourth Street44 ORDINANCE NO. 2145. (Published in the Salina Daily union January 1918) An ordinance specifying and selecting the paving material to be used and letting the contract for the paving and excavating of certain streets in the city of Salina, Kansas. Be it ordained by the Mayor and Councilmen of the City of Salina: Section i. The Mayor and Council hereby determine that Ash Street from the west line of Fourth Street to the east line* of Third Street and Elm Street. from the west line of Fourth Street to the east line of Third Street, in the city of Salina, Kansas, shall each and all be paved with one course vitrified vertical fiber side wire cut Buffalo Brick Paving blocks, or brick equal- ly,as good, three inches deep with Texaco.Asphalt Filler, or fill- er equally as good, on a five inch Portland Cement Concrete base with one and one-half (12) inch sand cushion, except that that portion of said streets as may be traversed by railroad tracks shall be paved with one course repressed vitirifed brick four inches deep with Texaco Asphaltic Filler, or filler equally as good, on a fivr inch Portland Cement concrete base with one and one-half RID inch sand cushion; and that Phillips Street in the City of Salina, Kansas, from the south line of 'ouch Street to the north line of Morrison Avenue shall be paved with one course vitrified vertical fiber side wire cut Buffalo Brick paving blocks, or, brick equally as good, two and'one-half (22) inches deep with Texaco Asphalt Filler, or filler equally as good, on a four (4) inch Portland Cement concrete base with one and one-half (1Q) inch sand cushion. Such paving shall be of the following widths: On Ash Street within the limits above defined, such paving shall be forty-one (41) feet in width from gutter to gutter. On Elm Street within the limits above defined, such paving shall be forty-one (41) feet in width from gutter to gutter. On ehillips Street, within the limits abovr defined, such paving shall be thirty-one (31) feet in width from gutter to gut- ter. All excavating, rolling and filling necessary for the proper construction of such paving shall be done and such paving shall be laid and constructed on the established grade of said streets, and the paving shall return to the lot line on such streets at the intersection of such streets with any other street or alley. Sec. 2. All excavating, filling and rolling necessary for the proper construction of such improvements shall be done and all of such improvements shall be made and done in strict conformity and in compliance with the plans and specifications heretofore made by the City Engineer which are now on file with the City Clerk, 1 D 1 1 1 1 1 u 1 S which plans and specifications are hereby incorporated in and made a part of this ordinance in all respects as fully and completely as though written out at length herein and such plans and specifi- cations are hereby adopted as and for the plans and specifications of such work and improvements. Sec. 3. The contract is hereby awarded to Tui. R. Amerman for the paving, excavating and filling Ash and Elm Streets within the limits above defined, with the materials specified in Section One hereof at a price of $2.30 for such pavement actually laid and put in place on said streets, except the pavement laid on such streets where the same are traversed by railroad tracks for which said pave- ment the said M. R. Amerman shall be paid the sum of $2.98 per square yard for such pavement actually laid and put in place on such portions of said streets. A contract is hereby awarded to M. R. Amerman for the paving, excavating and filling of Phillips Street within the limits above defined with the materials specified in Section One hereof at a price per square yard of $2.02 for such pavement actu- ally laid and put in place on such streets. All of such paving is to be paid for accordiging to the measurements thereof by the City En- gineer of the City of Salina and the Mayor and Council of said City hereby determine and find that the price herein agreed and specified to be paid for the improvements as aforesaid, are less than the esti- mated price and cost of such as made by the City Engineer, which estimated cost of each and all said improvements is now on file with the City Clerk. All excavation shall be paid for at the price of forty-nine (49¢) cents per cubic yard, for the number of cubic yards measured by the City Engineer. Sec. 4. Such contract is awarded upon the express condition that such work and improvements shall be done in strict accordance with and in compliance with the plans and specifications of the City Engineer therefor, which are hereby made a part of this ordinance and the contract hereby awarded and upon the further condition among others, that the said N. R. Amerman shall give to the City of Salina, a surety bond in the approximate sum of the cost of such improvements guaranteeing the proper and workmanlike construction of the improve- ments and guaranteeing such paving against all defects for a period of five years from the date of its completion and acceptance by said City. 45 46 Sec. 5.
