An ordinance providing for the reappraisement of property
subject to taxation for the paving of Front Street in
Salina, Kansas, from the south line of Iron Avenue to
a point sixty-five'(65) feet south of the south line
• of an alley running east and west through Block Four-
teen (14) in Oakdale Addition to the city of Salina,
Kansas.
WHEREAS, the appraisement and assessments heretofore made
on the property subject to taxation for the paving of Front
Street in the City of Salina, Kansas, from the south line of
Iron Avenue to a point about sixty-five (65) feet south of
the south line of an alley running east and west through Block
Fourteen (14) in Oakdale Addition to the City of Salina, Kany
sass was, and is defective and an inequitable appraisement of
.the lots and pieces of ground subkect to taxation for such im-
provement, and,

WHHEREAS, it is deemed best and proper by the Mayor and
Councilmen of the City of Salina, Kansas, in order -to make a
fair- and equitable appraisement of such property, to have the
same reappraised, Now Therefore,
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. That it is necessary and there shall be a
reappraisement of the property subject to taxation for the pav-
ing of Front Street in Salina, Kansas, from the south line of
Iron Avenue to a point about sixty-five feet south of the
south line of an alley running east and west through Block 14,
in Oakdale Addition in the City of Salina, Kansas.
Sec. 2. After the passage and publication of this ord-
inance the Mayor and Councilmen shall appoint three disinter—
ested householders of the City_ who, after having taken an oath
to faithfully and impartially appraise all lots and pieces of
ground liable to assessment and taxation for the cost of said
improvements, shall, within ten days after having been noti-
fled of their appointment, proceed to appraise said lots and
pieces of ground liable to assessment and taxation for such
improvements, without regard to the improvements thereon, and
after making said appraisement, they shall return the same to
the Mayor and Council, and after such appraisement is returned
to the Mayor and Council, the said Mayor and Council shall de-
signate a time for holding a special session for the purpose
of hearing complaints and equalizing said appraisements, of
which special session, due notice shall be given in the offi-

cial city paper, and at said special session the Mayor and Council
shall, if they deem it just and proper, alter or change such ap-
praisement.
Sec. 3. For the purpose of paying for such paving, curbing
and guttering and excavating, the Mayor and Council are hereby di -
rected and authorized to issue bonds of the City of Salina, in an
amount not to exceed the contract price therefor, and to run for
such a period -.of time as the Mayor and Council shall determine, not
to exceed however, ten years, from the date of such bonds, and to
be payable in equal amounts each year during the life of such bonds,
together with interest not to exceed the rate of five per centper.
annum, which bonds shall be payable at the fiscal agency of the
State of Kansas, and for the purpose of paying the principal and
interest on such bonds as they severally become due, the Mayor and
-Council shall each year during the life of such bonds, levy assess-
ments against the lots and pieces of ground liable for taxation
for the improvements herein provided for, in an amount sufficient
to pay the principal and interest for that year; Provided that
for the purpose of defraying the cost of paving and excavating the
squares and areas formed by the crossing of streets and alleys as
well as where the improvement is through or adjacent to City pro -
party, for which the City would be liable, the assessment shall be
made against all of the taxable property of the City, and the City
Clerk shall certify said assessments, as they are severally made,
to the County Clerk of Saline County, Kansas, at the same time and
in the same manner as other taxes are certified, and said assess-
ments shall be liable to the same penalties as other taxes; Provid-
ed that the Mayor and Council shall by ordinance, apportion and
assess the special assessments aforesaid, against the lots and pie-
ces of ground in the taxing districts for said improvements, which
assessment and apportionment shall hold good for all the install-
ments that are to be collected from the specific property chargeable
with said improvements.
Sec. 4. This ordinance shall take effect and be in full foroe
from and after its publication once in the official City paper.
