ORDINANCE NO. 2031.. - - — ------ - - - ----- ---
(Published in the Salina. Da ilv -Union. April Fourteenth. 1917)
An ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas, to pay the cost of curbing, gutter-
ing, excavatingg and paving of Phillips street from the
north line of Walnut Street to the south line of Ash Street;
Twelfth Street from the south line of Walnut Street to the
north line of South Street; Tenth Street from the south line
of Ash Street to the north line of Park Street; Tenth street
from the south line of Morrison Avenue to the north line of
Prescott Avenue; ' Walnut Street from the west line of College
Avenue to the east line of the right-of-way of the Missouri
Pacific Railway Company; Bishop Street from the west line of
Ninth Street to the east line of Thirteenth Street; Twelfth
Street from the north line of Bishop Street to the south
line of North Street, and relating to and providing for the
col=lection and payment of said assessments.
Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. For the purpose of paying the cost of curbing,
guttering, exeavat ing and paving that part of:
PhilliAz.Street, in the city of Salina, Kansas, from the
north line of Walnut Street to the south line of Ash Street;
Twelfth Street} in the city- of Salina, Kansas, fflom the
south line of Walnut Street to the north line of South Street;
Tw if }, Street,. in the city of Salina, Kansas, from the north
line. of Bishop Street to the south line of North street;
Zenth Street,in the city of Salina, Kansas, from the south
line of Ash -Street to the north line of Park Street;
Tenth Street, in the city of Salina, Kansas, from the south
line -of Morrison Avenue to the north line of Prescott Avenue;
Walnut Street, in the city of Salina, Kansas, from the west
line of College Avenue to the east line of the right-of-way of the
Missouri Pacific Railway Company;

there is hereby levied and assessed on the property liable therefor
being all the lots and pieces of ground lying on either side of
said streets for the distances improved, as aforesaid, to the centdr
of the -blocks, on either side of said streets, according to the ap-
praised value gf such lots and pieces of ground without regard to
the buildings or improvements thereon, special assessments covering
the cost of such work_ and improvements; said special assessments
being based -on the special valuat ion ,and appra isement of such lots
and pieces of ground heretofore made by disinterested appraisers
appointed by the Mayor and Council, which. said appraisements are
hereby referred to and_ made a part of this ordinance, and the sever-
al amounts levied, apportioned and assessed •against each of said
lots and. pieces of ground, for the purposes -aforesaid, are hereby
found .to be and are as follows, to -wit :

Sec. 2. Said amounts levied, apportioned and assessed as
aforesaid, shall be due and collectible in ten equal installments,
the first becoming due with the taxes for the year 1917, and one
of said installments falling due each and every year thereafter
until all are paid, and all to be collected with interest as
in this ordinance provided; Provided, that the owner of any
piece of property liable for any of such special assessments
may redeem his property from such liability by paying into the

as in this ordinance designated, at any time within thirty days
after the publication, of this ordinance and before the issuance
of the bonds of said City in payment of the balance of the cost
of said improvements, and his property so paid on shall not
thereafter be liable for any further assessment for the cost of
said improvements, nor for any part of said bonds.
Sec. 3. There is hereby further levied and assessed against
each lots and piece of ground described in this ordinance interest,
at such rate as. the Mayor and Council shall. hereafter by ordin-
ance provide to be paid on the bonds which shall be issued for
the purpose of paying for the improvements described in Section
One (1) of this ordinance,. ori all of said installments herein
mentioned, from the date of the bonds which. may be issued at the
end of thirty (30) days specified in the preceding section hereof,
as by law provided; to the time of collection of the last of said
installments, as provided by law, which said interest shall be
collected annually at the same time and in the same manner as said
installments are collected; and after the taking effect of this
ordinance it shall be the dw.ty of the City Clerk to annually at the
same t ime- other taxes are cert if ied, to cert if to the County
Clerk of Saline County, Kansas, a full list of all property liable
to assessment and taxation for such work and improvements, except
such property on which the special assessments aforesaid have been
paid in full, as herein provided, together with the respective
amounts due on each of such lots and pieces of ground, which amounts
shall include the annual installments of such special assessments
together with the interest as above stated on all unpaid balances
of such assessments at the beginning of such year, as aforesaid;
and such amounts so certified as herein provided shall be placed
upon the tax roll by the County Clerk of saline County, Kansas, and
collected as other taxes are collected.
Sec. 4. This ordinance shall take effect and be in force
from and after its publication once in The Salina Daily Union.
