2024 Purchase Real Estate & Issue Bonds246 i OKDI&i,NCE N0. 2024. (Published in the Salina _Daily_Union, February 1917) An ordinance submitting to the qualified electors of the City of Salina, Kansas, the proposition to authorize the City Council to purchase certain tracts of land and lots in and a4jaeenet to said City of Salina, for parks, and to issue bonds of the said City in payment therefor, not exceeding in amount the sum of Fifty Thousand (50,000.00) Dollars, and calling an elect ion therefor. Be it ordained by the Mayor and Councilmen of the City of Salina: Sect ion 'l. That a Special Election be, and the same is hereby called to be held in the City of Salina, Kansas, on Tuesday, the 3rd day of April, 1917, for the purpose of submitting to the electors of said City of Salina, the following questions or propositions, to -w -it: PROPOSITION NO. 1. "Shall the Mayor and Councilmen of the City of Salina, Kansas, be -authorized to purchase for the purpose of establishing and maintaining thereon, Public Parks for the bene- fit and use of the people of said City the following tract of land adjacent to the city of Salina, Kansas. A tract of land in Smoky Hill Township, known as "Kenwood Park", about 70 acres, and to issue in payment therefor. -bonds of said. City in the sum or amount not exceeding Thirty Thousand (30,.000.00; Dollars.. PROPOSITION NO. 2. "Shall the Mayor and.Councilmen of the City of Salina, Kansas, be..authorized UL purchase for the purpose of establishing and maintaining thereon, Public Parks.for the bene- fit and use of the people of said City the fol lowint tracts of land and lots in the city of Salina, Kansas. All that part of the original Town Site lying west of Third Street and east of the Smoky Hill River on both sides of Iron Avenue, in the City of Salina, and to issue in payment therefor bonds of said City in the sum or amount not exceeding Twenty Thousand ($20,000.003 Dollars." Sec. 2. Said bonds proposed to be issued shall be of the de- nomination of not to exceed Five Hundred (500.00) Dollars, each, they shall be made payable in ten (10) years from the date of their issue, shall bear interest at the rate of not to exceed five per cent (5%) per annum, payable semi-annually, for which interest coupons shall be attached, and shall be registered according to law. See. 3. Said Special Election shall be held at the . regular voting places in the several wards of the City between the hours of eight o'clock A. M. and six o'clock P. M. on the said 3rd day of April., 1917, and such election shall be govetned in all respects and the result thereof declared as is provided by the General Elec- t i9n Laws of the State of Kansas, relating to General City Elections in cities of the second class; Provided that if a majority ofall the votes cast for and against said proposition at said Special Elec- tion 1ec- tion shall be in favor thereof, then the said Council and Mayor may purchase said lots and lands,.and issue the said bonds, and not otherwise. 7 u 1 1 1 2UG H 1 J r] 1 1 247 Sec. 4. The manner of voting at such Special Election shall be by ballot, and the ballots used shall be in substantially the fol- lowing ol- lowing form: "To vote in favor of any question submitted upon this ballot make a cross mark fix) in' the square after the word YES" ; to vote against it, make a similar mark in the square aft er- the - word a NO" . SHALL THE r'OLLOWING BE ADOPTED? PROPOSITION NO. 1. "Shall the Mayor and C'ouncilmen..of. the City of Salina, Kansas, be authorized to purchase for the purpose of estab- lishing and maintaining thereon, Public Parks for the benefit and .use of the people of said City the following tract of land adjacent to the City of Salina, Kansas. A tract of land in Smoky Hill Township, known as "Kenwood Park", about 70 acres, and to issue in payment therefor bonds of said - City in the sum or amount not exceeding Thirty Thous- and ($309000-00) Dollars." SHALL THE FOLLOWING BE ADOPTED? PROPOSITION NO. 2. "Shall the Mayor and Counc ilmen_ of. the City of Salina, Kansas, be authorized to purchase for the purpose of estab- lishing and maintaining thereon, Public Parks, for the benefit and use of the people of said City the following tracts of land in the City of Salina, Kansas. All that part of the original Town Site lying west bf Third Street and east of the Smoky Hill River on both sides of Iron Avenue in the City of Salina, and to issue. in payment therefor bonds of said City in the sum or amount not ex- ceeding Twenty Thousand ($20,000.00) Dollars." YESCl NO. EJ YES N0. E7 and on the back of each such ballot shall be printed, in addition to the endorsement prescribed for General City Ballots, the words "Ques- tion Submitted." Sec . 5. The Mayor is hereby authorized and_ directed to give notice of such Special Election by Proclamation, stating therein the lands and lots proposed to be purchased, and the amount of the bonds proposed to be issued, the purpose of the issue and the polling places at which such Special Election will be held. Such proclamation shall be signed by the Mayor and City Clerk, and shall be published in the official city paper for six (6) consecutive days, the publication of which shall be made at least fifteen (15) days prior to the date of said Election. Sec. 6. This ordinance shall take effect and be in force f rom and after its publication once in The Salina Daily Union. Passed and approved, February 19th, 1917., (SEAL) - J. E. FutnaM. Mayor.'
