An ordinance relating to and apportioning and levying special
assessments on -certain lots and pieces of ground in the
City of Salina.- Kansas', to pay the 'cost of guttering, exca-
vating'and paving Santa Fe Avenue, in the city of Salina,
Kansas, from the south line of Walnut Street to the north
line of Pine Street; and relating to and providing for
the collection and payment of said assessments.
•Be it ordained by the Mayor and Councilmen of the City of Salina:
Section 1. For the purpose of paying the cost of guttering,
-excavating and paving that part of Santa Fe Avenue in the city
of Salina, Kansas, between the south line of Walnut Street and the
north line of Fine Street there is hereby levied and assessed on
the property liable therefor, being all the lots and pieces of
ground lying on either of said street for the distance improved,
as aforesaid, to the center of the block, on either side of said
-street, according to the appraised value of such lots and pieces
of ground without regard to the buildings' or improvements thereon,
special assessments coveing the cost of such work and improvements;
said special assessments being based on the special valuation and
appraisement of such lots and pie(res of ground heretofore made
by three disinterested appraisers appointed by the Mayor and Coun-
cil, which said appraisement is hereby referred to and made a
part of this ordinance, and the several amounts levied, apportioned
and assessed against each of said lots and pieces of ground for
the purposes aforesaid, are hereby found to be and are as follows,
to -wit:

See. 2. Said amounts, levied, apportioned and assessed
aforesaid, shall be due and collectible in ten equal install-
ments, the first becoming due with the taxes for the year 1917,
and one of said installments failling due each and every year
thereafter until all are paid, and all to be collected with
i-nterest as in this ordinance provided; Provided, that the owner
of any piece of property liable for any of such special assess-
ments may redeem his property from such liability by paying
into the City Treasury the entire amount chargeable against the
same, as in this ordinance designated, at any time within thirty
days after the publication of this ordinance and before the
issuance of .the bonds of said City In -payment of the balance of
the cost of said improvements, and his property so paid on shall
not thereafter be liable for any further assessment for the cost
of said improvements, nor for any part of said bg)nds.
Sec 3. There is hereby further levied and as against
each lot and piece of ground described -in this ordinance interest,
at such rate as the Mayor and Council shall hereafter by ordin-
ance provide to be paid on the bonds which shall be issued for
the purpose of paying for the improvements described in Section
One (1) of this ordinance, on all of said installments herein
mentioned, from the date of the bonds which may be issued at the
end of the thirty (30) days, specified in the preceding section
hereof as by law provided; to the time of the collection of the
last of said installments, as provided by law, which said inter-
edt shall be collected annually at the same time and in the same
manner as said installments are collected; and after the taking
effect of this ordinance it shall be the duty of the City Clerk,
to annually, at the same time other taxes are certified, to certi-

f.y to the County Clerk of Saline County, Kansas, a full list of
sll property liable to assessment, and taxation for such work and
improvements, except such property on which the special assess-
ments aforesaid have been paid in full, as herein provided,
together with the respective amounts due on each of such lots
and pieces of ground, which amounts shall include the annual
Installments of such special assessments together with interest
as above stated on all unpaid balances of such assessments at
the beginning of such year as aforesaid; and such amounts so
certified as herein provided shall be placed upon the tax roll
by the County Clerk of Saline County, Kansas, and collected as other
taxes are collected.
See. 4. This ordinance shall tkke effect and be in force
from and after its publication once in The Salina Daily Union.
