An ordinance re lat ing to dogs., and repealing Ordinance No. 1028,
and approved April30, 1900, Ordinance No. 1759, passed and
approved May 18, 1914, and'Ordinance No. 1843, passed and
approved May 17th, 1915.
Be it ordained by the Mayor and Councilmen of the City of Salina:
beet ion 1. All dogs running at large in the City of Salina,
are hereby declared to be public nuisances and shall be dealt with
as in this ordinance provided; Provided, that dogs led by chain,
strap or rope by its owner* or person in charge; or riding in any
vehicle with such owner or person in charge, shall not be affected
by the provisions of this ordinance.
Sec. 2. The owner, keeper or harborer of any dog in the city
of Saiina, shall cause his name, with the name and description of
the dog to be registered with the City Clerk in a book to be kept
for that purpose, and shall pay to the City Clerk each year, before
such dog is registered a registration fee of Two Dollars, ($2.00)
for each male and each spayed female dog, and Ten Dollars, {10.00)
for each unspayed female dog, and shall keep on the neck of each
dog so registered, a metallic or leather collar, to which shall be
attached a metallic tag or check, (to be furnished by the City Clerk),
with the name of the year. of the registration distinctly marked
thereon. The City Clerk shall keep a suitable book for the regis-
tration of dogs and upon payment to him of the fee aforesaid, shall
register the dogs upon which said fee is paid.
See. 3. It shall be the duty of the City Marshal and Policeman,
or any person employed by the Mayor for that purpose, to capture all
dogs running at large in the City of Salina in violation of this
ordinance and place them in a pound to be prepared by the City for
that purpose; and if the owner of any such dog 'so capt}jred and im-
pounded does not appear within forty-eight (48) hours after such im-
pounding and claim and pay for the Impounding of such dog, together
with any unpaid registration fee, the City Marshal shall cause the
impounding of such dog to be advertised in the official city paper
for a period of. three (3) days. The advertising of the impounding
of any dog as herein provided, shall contain a general descript ion
of said dog, and the date when impounded. If after the impounding
of such dog has been advertised as above provided, the owner does
not appear and claim -such dog, and pay for the impounding of the same,
together with any unpaid registration fee, then it shall be the duty
of the City Marshal or Policemen, or any person appointed by the
Mayor for that purpose to kill or cause to be killed and buried such
dog or dogs. Provided, that the charge for catching and impounding
any dog shall be the sum of Three Dollars, ($3.00) which sum any
owner of any impounded dog must pay to the city marshal before such
dog shall be released or turned over to him; and provided further,
that the amount to be paid for the killing and burying of any dog
under this ordinance shall be fixed by the mayor and council.
Sec. 4.. Any person or persons owning, possessing, keeping or
harboring any dog or dogs in the city of'Salina shall cause such dog
or dogs to be securely muzzled between the first day of July and the
f first day of September of each year.
Sec. 5.. No dog shall be allowed to enter any theater, store or
other public place or building in the City whether accompanied by its
owner or person in charge or otherwise. The word "Dog" as used in this
ordinance shall be construed to mean any dog, bitch or whelp over sig
weeks of age.
See. 6. Whenever any person in the City of Salina shall have a
dog or.harbor the same, which is or has a tendency to be vicious or
to bite or snap at people it shall be the duty of such person to
keep posted, in a conspicuous place, on the premises where such dog
Is kept or harbored, a notice, in large letters, warning people of
the dangerous character of such dog or dogs.
Sec 7. Any person violating any of the provisions of this
ordinance shall be deemeck guilty of a misdemeanor and upon conviction
thereof shall be fined in any sum not exceeding twenty-five dollars
for each offense.
sec. B. ordinance No. 1028, passed and approved April 30,
1900; Ordinance No. 1759, passed and approved May 181 1914 and Ord-
inance No. 1843, passed and approved May 17th, 1915 are each and
all hereby repealed.
See. 9. This ordinance shall take effect and be in force frdm
and after its publ icat ion once in the Salina Evening Journal.
