1923 Creat Public Welfare BoardM10 0 k D I N A N C E N_ 0 . 192.3 (Published in the Salina Evening Journal _ _�,, U/' 1916 ) An ordinance creating a board of Public. Welfare for the City of Salina, and fixing the powers and duties of such board. Be it ordained by the Mayor and Councilmen of the City of Salina: Section 1. That there is hereby created in and for the City of Salina a City Board of Public Welfare, such board to con- sist of five members who shall be elected by the Mayor and .council from the electors of said City and shall hold office for a term of five years and until their successors are duly elected and qualified, provided, however, that the first members elected shall be elected for one, two, three, four and five years respectively and one di- rector shall be elected each year thereafter, and, provided further, that two members of such board shall be women and three members men. See. 2. The members of such Board of Public Welfare shall, within ten day.5 after their election, meet and qualify by each mem- ber taking the oath of office administered to the other officers of the City. And the members of such Board shall thereupon organ- ise by electing a president and vice-president and shall adopt such by-laws and regulations as they shall deem proper and necessary. See. 3. Such Board of Public Welfare and the members there- of shall serve without pay and shall have the direct supervision and regulation of theaters, dance halls and other places of public amusement andrecrdation, maintained or conducted for profit, and it shall be unlawful for any person to maintain or conduct for profit within the City of Salina, any theater, public dance hall, or other place of public amusement or recreation, after -the election of such board, without first having received and having from such Board of Public Welfare, a permit to maintain and conduct the same. Sec. 4. Upon application being duly made the said city board .of Public Welfare shall determine the character of the theater, public dance hall or other place of public amusement or recreation, for which .permit is saught, and if the board after such investiga- tion, find that the same, or the conduct or maintenance of the same, will not be detrimental to the.good government of the City or to the preservation of peace and good order, or to the supression of vice and immorality, or injurious to the health of the inhabitants of the City, it shall issue a permit to such person allowing him to maintain and conduct such theater, public dance hall, or other place of public amusement or recreation within said City until the first day of June thereafter, subject to the power of such board of Public J I - 'I 1 2bPUH 1 P 7Welfare to. revoke said permit . If said Board, after such investi- gation., nvesti- gation, finds that the maintenance and conduct of such place will be detrimental to the good government of the City, or the preserva- tion of the peace and good order of the City, or to the suppression of vice or immorality,, -or detrimental to. the health of the inhabi- tants of the City, such permit shall be denied . Said Board shall have power .to at any time revoke such permit, after a hearing upon f ive days notice, and a f ind ing of said board that the place is being maintained or conducted in a manner detrimental to the good government of the city, or the preservation of the peace and good order of the _City, or the suppression or vice or immorality, or to the health of the inhabitants of the City. Sec . 5. It is further provided that said Board shall investi- gate all cases of need among the poor of the City and shall keep a written record of such investigations and shall upon request make written report of such investigations to the mayor and council or to the County Commissioners of Saline County. Sec. 6. This ordinance shall take effect and be in force from and after its publ icat iori once in The Salina Evening Journal. Passed and approved, February 21, 1916. J• E• Putnam Mayor.
