CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
January 21, 2010
4:00 p.m.
The Special Meeting of the Board of Commissioners was called to order at 11:00 a.m. in Room 107,
City -County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
There were present:
Mayor M. Luci Larson, Chairman presiding
Commissioner Samantha Angell
Commissioner Tom Arpke
Commissioner Norman Jennings
Commissioner Aaron Peck
comprising a quorum of the Board, also present:
Jason A. Gage, City Manager
Greg Bengtson, City Attorney
Lieu Ann Elsey, City Clerk
Absent: None
(1.) Request for executive session (legal).
Moved by Commissioner Jennings, seconded by Commissioner Arpke, to recess into
executive session for 1 hour and 55 minutes to discuss with legal counsel matters subject to the
attorney-client privilege for the reason that public discussion of those matters would waive the
privilege and adversely affect the City's interest in the matter and reconvene at 1:00. Aye: (5). Nay:
(0). Motion carried.
The City Commission took a five minute break at 1:00 and reconvened.
Moved by Commissioner Jennings, seconded by Commissioner Arpke, to extend the
current executive session for an additional 40 minutes. Aye: (5). Nay: (0). Motion carried.
Moved by Commissioner Arpke, seconded by Commissioner Peck, that the Special
Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
meeting ,adj ourned at 1:40 p.m.

WAIVER AND. CONSENT TOMOLD A SPECIAL MEETING OF THE BOARD OF
COMMISSIONERS
We, the undersigned, being duly elected, qualified and acting City Commissioners of the
City of Salina, Kansas, and constituting a majority of the Board of Commissioners of the City of
Salina, Kansas, do hereby waive notice and consent to the holding of a special meeting of the Board
of Commissioners of the City of Salina, Kansas, on the 21St day of January, 2010 at 11:00 a.m. in
Room 107B at the City -County Building for:
1. Executive session (legal).
