RESOLUTION NUMBER 09-6670
A RESOLUTION ESTABLISHING A RENTAL FEE SCHEDULE FOR THE
BICENTENNIAL CENTER, ENABLING UP TO 5% ANNUAL RENTAL PRICE
INCREASES, AND PROVIDING UP TO 15% PRICING DISCRETION FOR THE CITY
MANAGER OR HIS/HER DESIGNEE IN BIDS FOR CERTAIN EVENTS.
WHEREAS, the Salina Bicentennial Center rents meeting and event space to the Citizens of
Salina, regional organizations, and out-of-town guests; and
WHEREAS, current rental prices are significantly below market rates; and
WHEREAS, rental expenses increase most years due to inflation; and
WHEREAS, it is appropriate public policy to ensure that the Bicentennial Center recoups
its direct costs on renting the facility; and
WHEREAS, it is appropriate public policy to ensure that the Bicentennial Center's rental
prices remain at the midpoint of the regional market. SO NOW THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The Bicentennial Center rental fee schedule is hereby adopted and incorporated
into this resolution as Exhibit "A."
Section 2. The City Manager or his/her designee may increase rental prices by up to 5%
each year to ensure that rental prices reflect market conditions and rental expenses.
Section 3. When setting new rental prices, the City Manager or his/her designee shall
consider the midpoint of the prices charged by competing facilities in the Salina area market and the
cost increases for labor and supplies experienced by the facility since the last rental price
adjustment.
Section 4. Before increasing rental prices, the Bicentennial Center must provide its current
customers with 90 days' notice of the price increases.
Section 5. When submitting a bid for an event that would rent at least 9,000 square feet of
space at the Bicentennial Center, the equivalent of one half of Heritage Hall, for multiple
consecutive days or multiple consecutive years, the City Manager or his/her designee shall, have the
discretion to adjust rental prices by up to a 15% difference from the published rental prices then in
effect.
Section 6. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 26`h day of October,
2009.

Note: 'Full Service" rooms are set up in accordance with tenant specifications. 'Flat Floor" rooms
are not set up.
(1) Applies when move -in or move -out occurs on a day other than the event day.
(2) Rent is the maximum of the listed price or 10% of gross ticket sales, capped at $10,000.
(3) Additional Box Once charges of $0.50/ticket, 3% after-tax ticket sales (capped at $3,500),
64 free tickets, and day -of -show sales.
(4) Includes maximum set-up services for chairs, platforms, staging, lighting, and dressing rooms.
(5) Price per star dressing room rented.
(6) Price per quarter of use.
(7) $500 security deposit required. Lessee must pay cost of facility staff required to supervise the kitchen.
(8) Price if ordered in advance. $55 if ordered at move -in.
(9) Price if ordered in advance. $82.50 if ordered at move -in.
Anchor Advertising Partner Discount
Any sponsor who has an approved advertising agreement with the City as an Anchor Partner
(payment of $80,000 or more over a 10 -year period), is eligible for a discount of up to $350 each for
up to two times per year, subject to availability.
Caterers
Only approved caterers are allowed to work at facility functions. Caterers are assessed 20% of their
charges (not including sales tax or gratuities) for use of Center facilities.
