A RESOLUTION determining the advisability of certain street im-
provements, estimating the cost thereof, defining the boudaries of
the improvements district, method of assessment, aid apportioning the
cost between the improvement didtrict and the City at large.
WHEREAS, he public hearing on the advisability of the following
improvements, to wit:
A. (a) The curbing, guttering and pavin . with 6" reinforced
concrete, twenty-six feet wide, back to back, Willis
Avenue from the east line of Haskett to the west line of
Hageman.
(b) The curbing, gutte iru and paving with 6" reinforced
concrete,Twenty-six feet wide, back toback, of Maple Avenue
from the east line of Haskett to the west line of Hageman.
(c) The curbing., gutterirg and paving with 6" reinforced
concrete, Thirty-three feet wide, back to back of Garden
Avenue from the east line of Haskett to the west line of
Hageman.
(d) The curbing, guttering and paving with 6" reinforced
concrete, Thirty-three feet wide, back toback, of Hageman
Avenue from the south line of Slab on Broadway Boulevard
to the south line of Garden Avenue.
(e) The curbing,.guttering and paving with 6" reinforced
concrete, Thirty-three feet wide, back to back, of Haskett
Ave ue from the south 1 ine of Willis Avenue to the south
line of Talley Drive.
(f) The curbing, guttering and paving with 6"` reinforced
concrete, Thirty-three feet wide, back to back of Talley
Drive from the west line of Haskett to the west line of
Ingman Road.
was held as provided by Resolution Number 2122 adopted and approved
by the Board of Commissioners of the City of Salina, Kansas , on the
3rd day of March 1959;
WHEREAS, notice of public hearing on the advisability of the said
improvements has been published in the Salina Journal, the official
City newspaper, on the 11th and 18th days of March 1959, as provided by
said Resolution, and Section 4, Chapter 99, Session Laws of 1957,State
of Kansas.
WHEREAS, the Board of Commissioners of the City of Salina.. Kansas,
met in the Commissiibners room at the City Hall on the Tw enty-fourth day of
March 1959, at 4:00 o'clock P. M., for the purpose of conducting a public
hearing on the advisability of said improvements, said hearings were finally
adjourned on the Twenty =Fourth day of March 1959, all as provided by law .
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISS ONS OF T H -CITY
OF SALINA, KANSAS?:
Section 1. That the Board of Commissioners of the City of Salina,
Kansas, hereby finds and finally determines that:
A. IIt is advisable to make the following improvements, to wit:
(a) The curbing, guttering and paving with 6" reinforced
concrete, twenty-six feet wide, back toback,Willis Avenue
from the eas t line of Haskett to the west line of Hageman.
(b) The curbing, guttering and paving with 6" reinforced
concrete, twenty-six feet wide, back toback, of Maple
Avenue from the east line of Haskett to the west line
of Hageman.
(c) The curbing guttering and paving with 6" reinforced
concrete , thirty-three feet wide, back toback, of Garden
Avenue from the east line of Haskett to he west line
of Hageman.
(d)) The curbing, guttering and paving with 6" reinforced
concrete, thirty-three feet wide, back toback of Hageman
Avenue from the south line of slab on Broadway Boulevard
to the south line of Garden.
(e) The curbing, guttering and paving with 6" reinforced
concrete:, thirty-three feet wide, back toback of Has"kett
Avenue from the south line of Willis Avenue tothe south
line of Talley Drive.
(f) The curbing, guttering and paving with 6" reinforced
concrete, thirty-three feet wide, back to back, of Talley
Drive from the west line of Haskett to the west line of
Ingman Road.
B. The estimated or probable cost of such improvements is $141,913.08.
C. The extent or boundaries ofthe proposed improvement district to be
assessed is:
That part of the City of Salina, Saline County, Kansas, described
as- follows, to wit:
Beginning at the center line of Haskett Avenue and the north
line extended west of Lot 10, Block 2, Lamer's lst Subdivision, thence
south to the south line of Willis Avenue; tt-ence west to the west line
extended north of Lot 20, Block 4, Ingermanson Heights Addition; thence
souto to the southwest corner of Lot 16 of said Block 4, thence.west to
the northw es: --t corner of Lot 6, of said Block 4; thence south to a point
which is directly east of the south line of Lot 12, Block 3, Ingermanson
Heights Addition; thence w est to the northwes t corner of Lot 4, of said
Block 3; thence south following the wes t line of said Lot 4 to the south-
west corner thereof; thence west 60 feet across Ingman Road; thence south
perpendicular to the center line of Talley Drive 230 feet south; thence
east and following a line 230 feet south and parrallel to the center line
of Talley Drive to the west line of Hageman Avenue; thence north on West
line of Hageman Atvenue to a point which is the center line of Talley
Drive extended east; thence eas-t 60 feet across Hageman Avenue; thence
north 60 feet across Garden Avenue; thence easterly along the south line
of Lot 5, Block 22 Worsley Addition; thence north along the east line
of said Lot 5, to the northeast corner thereof; thence wrest to the south-
eas t corner of Lot 1, Block 2 of Worsley Addition; thence north along
the easst line of said Lot 1, and crossing Maple Avenue to the southeast
corner of Lot 1, Block 1, of Worsley Addition; thence northeaste rly to
the northeas t corner of Lot 2, Block 1 of Worsley Addition; thence north-.
westerly along the wes t line of Broadway Boulevard to its intersection
with the north line of Lot 6; Block 2, Lamer's lst Subdivision; thence
west following the north lines of Lots 6, 7, 8, 9, and 10 of Block 2,
Lamer's lst Subdivision to the point of beginning.
D. The proposed apportionment of cost between the improvement district
and the City at large is as follows:
(a) City at large to pay for all improvements in inters ectiors .
(b) City at large to pay for excavation, fill and haul to bring
the streets to grade.
(c) City at large to pay for all storm sewers, appurtenances
thereto, such as inlets and manholes.
(d) City at large to pay for minor changes, such as adjustment
of manholess, replacement of approaches to side streets and
adjustments to pave private driveways.
(e) City Water Department to install w ester mains including
valves and hydrants prior of pavement..

Private property to pay for curb, gutter and paving other
than that in D (a)
(b) Private property to pay for the excavation made for pavement
which would be for the thickness of the pavement.
(c) Each lot or parcel which is not connected to water service
will be connected and charged forthe service line, the tap,
and $1.50 per front foot of lot or parcel of land. Each lot
or parcel not connected to the sanitary sewer will have a
stub run from the main to back of curb and will be charged
for this servi oe.
The method of assessment shall be made on the square foot
basis. The assessment against each lot, piece or parcel of
land shall be made in direct proportion to its fraction of the
total area of property deemed benefited.
The assessments for the improvement including utilities,
with accrued interest, shall be levied as a special tax upon the proper ty,
included therein concurrent with general property taxes and shall be paid 3
tw enty (20) equal annual installments.
Section 2. BE IT FURTHER RESOLVHD that the public hearing on the
advisability of the improvements set out in Section 1 hereof, is here
finally adjourned.
Adopted and approved by the Beard of Commissioners of the City of
Salinas Kansas, in regular s ession, this 7th day of April 1959•
