2289 Off-Street Parking ImprovementsRESOLUTION NUMBER 2289
A resolution determining the advisability of Off -Street Parking improvement,
estimating the cost thereof, defining the boundaries of the improvement district,
method of assessment, and apportioning the costs between the improvement district
and the City at large.
WHEREAS, the public hearing on the advisability of the acquiring and improvi
the following real property for Off -Street Parking purposes, to -wit:
Parking -Lot No. 5A which includes Lots Eighty Eight (88) Ninety (90) and
the North on -half (NJ) of Lot Ninety Two (92) on Fifth Street;
Parking Lot No. 5B which includes -the South on -half (9J) of Lot Ninety Six
(96), Lots Ninety Eight (98), One Hundred (100), and One Hundred Two (102) on
Fifth Street;
Parking Lot No.. 6 which includes Lots One Hundred Fourteen (114), One
Hundred Sixteen (116), One Hundred Eighteen (118), One Hundred Nineteen (119),
and One Hundred Twenty (120) on Fifth Street, and the North Twelve and one-half
(12a) feet of Lot One Hundred Twenty One (121) on Santa Fe Avenue;
Parking Lot No. 7 which includes Lots One Hundred Fifth (150), One Hundred
Fifth Two (152), One Hundred Fifty Four (154), and One Hundred Fifth Six (156)
on Fifth Street, and the North Twelve (12) feet of Lot One Hundred Fifty Three
(153) on Santa Fe Avenue;
Parking Lot No. 8 which includes Lots Eighty Four (84), Eighty Six (86),
Eighty Eight (88), Ninety (90), and the North Twelve (12) feet of Lot Eighty
Nine (89) on Seventh Street, and Lots Eighty Five (85), Eighty Seven (87), Eighty
Nine (89) and the North Seventeen and one-half (171) feet of Lot Ninety One (91)
on Eighth Street, and the North one-half (A) of Lot Ninety (90) on Santa Fe
Avenue;
Parking Lot No. 3A which includes Lots One Hundred Twenty -Five (125), One
Hundred Twenty Seven (127), One .Hundred Twenty Nine (129) on Eighth Street, and
Lot One Hundred Thirty ,(130), and the South Ten (10) feet of Lot One Hundred
Twenty One (121), and the East Ten (10) feet of Lot One Hundred Twenty Three
(123) on Seventh Street; and the South Seventeen (17) feet of Lot One Hundred
Twenty Four (124) on Santa Fe Avenue;
Parking Lot No. 10 which includes Lots One Hundred Thirty Nine '4139), One
Hundred Forty One (141), One Hundred Forty Three (143), One Hnndred Forty Five
(145), One Hundred Forty Seven (147), One Hundred Forty Nine (149), One Hundred
Fifty One (151), One Hundred Fifty Three (153), One Hundred'Fifty Five (155),
and One Hundred Fifty _Seven (157) on Seventh Street, and the North Twelve (12)
feet of Lot One Hundred Fifty Two (152) on Santa Fe Avenue;
all in the Original Town Site of the City of Salina, Saline County, Kansas.
was held, as provided by Resolution Number 2264 adopted and approved on the 24th
day of November, 1959, bar the Governing Body of the City of Salina, Kansas.
WHEREAS, Notice of public hearing on the advisability of the said improvement
has been published in The Salina journal, the official city newspaper on the 10th
and 17th days of December, 1959, as provided by said Resolution and Section 2,
Chapter 72, laws of Kansas, 1959.
WHEREAS, the Governing Body of the.City of Salina, Kansas, met in the
Commissioners room at the City Hall on the 22nd day of December, 1959, at 4:00
o'clock P. M. for the purpose of conducting a public hearing on the advisability
of said improvement, said hearings were finally adjourned on the 22nd day of
December, 1959, all as provided by late.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF SALINA,
KANSAS:
Section 1. That the Governing Body of the City of Salina, Kansas, hereby
findes and finally determines:
A. That it is advisable to acquire and improve the following described.real_
property for Off -Street Parking purposes, to -wit.-

Parking Lot No. 5A which includes Lots Eighty Eight (88), Ninety (90)
and the Norht on -half (N2) of Lot Ninety Two (92) on Fifth Street;
Parking Lot No. 5B which includes the South one-half (S2) of Lot Ninety
Six (96) Lots Ninety Eight (98), One Hundred (100), and One Hundred Two.(102)
on Fifth Street;
Parking Lot No. 6 which includes Lots One Hundred Fourteen (114), One
Hundred Sixteen (116), One Hundred Eighteen (118), One Hundred Nineteen (119)
and One Hundred Twenty (120) on Fifth Street, and the North Twelve and one-
half (122) feet of Lot One Hundred Twenty One (121) on Santa Fe Avenue;
Parking Lot No. 7 which includes Lots One Hundred Fifty (150), One
Hundred Fifty Two (152), One Hundred Fifty Four (154), and One Hundred Fifty
Six (156) on Fifth Street, and the North Twelve (12) feet of Lot_ One Hundred
Fifty Three (153) on Santa Fe Avenue;
Parking Lot No. 8 which includes Lots Eighty Four (84), Eighty Six (86)
Eighty Eight (88) Ninety (90), and the North Twelve (12) feet of Lot Eighty
Nine (89) on Seventh Street, and Lots Eighty Five (85), Eighty Seven (87),
Eighty Nine (89), and the North Seventeen and one-half (172) feet of Lot
Ninety One (91) on Eighth Street, and the North One-half (N2) of Lot Ninety
(90) on Santa Fe Avenue;
Parking Lot No..3A which includes Lots One Hundred Twenty Five (125)
One Hundred Twenty Seven (127), One Hundred Twenty Nine (129) on Eighth
Street, and Lot One Hundred Thirty (130), and the South Ten (10) feet of
Lot One Hundred Twenty One (121), and the East Ten (10) feet of Lot One
Hundred Twenty Three (123) on Seventh Street; and the South Seventeen (17)
feet of Lot One Hundred Twenty Four (124) on Santa Fe Avenue;
Parking Lot No. 10 which includes Lots One Hundred Thirty Nine (139)
One Hundred Forty One (141), One Hundred Forty Three (143), One Hundred
Forty Five (145), One Hundred Forty Seven (147), One Hundred Forty Nine
(149), One Hundred Fifty One (151), One Hundred Fifty Three (153), One
Hundred Fifty Five (155), and One Hundred Fifty Seven (157) on Seventh
Street, and the North Twelve (12) feet of Lot One Hundred Fifty Two (152)
on Santa Fe Avenue;
all in the Original Town Site of the City of Salina, Saline County, Lansas.
B. That the total estimated or probable cost of such improvement is
One Million Four Hundred Thirty Thousand Dollars ($1,430,000.00).
C. That the proposed apporitonment of cost between the benefit district
and the City -at -Large is at follows:
(a) Fiffli per cent (50%) of the total costs of the said project to
be assessed and charged to the real property within the hereinafter described
improvement district.
(b) Fifty per cent (50%) of the total costs of the said project
to be paid by the City-at-Lagge.
D. That the assessments shall be levied as a special tax upon the real
property included within the hereinafter described improvement district
concurrent with the general property taxes and shall be payable in not less
than twenty equal installments.
E. That the extent of the boundaries of the proposed improvement
district to be assessed is as follows, to -wit:
Beginning at a point that is the intersection of the center line of
Ash Street and the center line of Eighth Street, thence East along the
center line of Ash Street One Thousand One Hundred Seventy Five (1,175)
feet to the center line of the alley between Fifth Street and Fourth Street
thence South along the center line of said alley Two Thousand Five Hundred
Ten (2,510) feet to the Center line of Mulberry Street, thence west along
the center line of Mulberry Street Eight Hundred Forty Five (845) feet to
the center line of Seventh Street, thence North along the center line of
Seventh Street Eight Hundred Thirty (830) feet to the center line of Walnut

Street, thence West along the center line of Walnut Street Three Hundred Thirty
(330) feet to the center line of Eighth Street, thence North along the center
line of Eighth Street One Thousand Six Hundred Eighty (1,680) feet to the point
of beginning, all in the Original Town Site of the City of Salina, Saline County,
Kansas.
F. That the proposed method of assessment be based on the assessment rates
multiplied by the number of square feet area in the lots or parcels of real
property to be assessed.
Section 2. BE IT FURTHER RESOLVED that the public hearing on the advisabili
of the heretofore deucribed improvement is hereby finally adjourned.
Adopted and approved by the Governing Body of the City of Salina, Kansas,
in regular session, this 22nd day of December 1959.
