RESOLUTION NUMBER 2285
WHEREAS, the City of Salina, Kansas, is authorized by G. S. 1949,
12-635 to 12-646a, inclusive, and amendments thereto, to construct levees
and embankments and change and raise the grade of streets and alleys and
approaches to bridges and raise said bridges and to cause any and all other
necessary work, construction and improvements to be made to protect said
City and public and private property therein located from floods and
damage by overflow of natural and artificial watercourses; and,
WHEREAS, the governing body of the City of Salina, Kansas has by
proper resolutions and ordinances duly authorized the development,
construction, maintenance and operation of a flood control system project;
and, <.
WHEREAS, the governing body of the City of Salina, Kansas has authorized
the issuance of temporary notes of the City of Salina, Kansas to pay the
costs of said flood control project; and,
WHEREAS, the City of Salina, Kansas has entered into certain agreements
with the United States government through the United States Army Corps of
Engineers whereby said Corps of Engineers has and is constructing certain
channel changes, levees and other flood control works; and
WHEREAS, the City Engineer has advised that in connection with said
construction work it will be necessary, and in the interests of public
welfare to require, provide for and construct a crossing over and across
the Smoky Hill River Crossing on East Ash Street, Salina, Kansas; and
WHEREAS, the construction of said East Ash Street Smoky Hill River
Crossing is a necessary and proper undertaking by the City and it would be
for the best interests of the City to advertise for sealed proposals for
the construction of a river crossing over and across the Smoky Hill River
on East Ash Street, Salina, Kansas as per the estimate and specifications
of the City Engineer.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the
City of Salina, Kansas:
Section 1. That the construction of a river corssing as per the City
Engineer's estimate and specifications over and across the Smoky Hill River
on East Ash Street, Salina, Kansas, be and the same is hereby authorized as
a necessary and proper work in connection with the City of Salina's flood
control project.
Section 2. That the City Clerk be authorized and directed to invite by
public notice sealed proposals for the building, construction and installation of
a river crossing over and across the Smoky Hill River on East Ash Street, Salina,
Kansas, all as provided by law and upon acceptance of properly qualified proposal,
the Mayor and City Clerk be authorized to enter into a contract on behalf on the
City for -the construction work authorized by this resol*tion.
This resolution approved and adopted this 22nd day of December, 1959.
