BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas: That a public hearing shall be had by the Board of Commissioners of the City of Salina, Kansas, on the advisability of the following improvements: 1. The curbing, guttering and paving of: Arlington Drive from the west line of Berkshire Drive to the south line of Greeley Avenue. e Delaware Avenue from the south line of Indian Rock Lane to the south line of Stratford Drive. Stratford Drive from the west line of Berkshire Drive to the west line of Delaware Avenue. 2. Water main to be installed in the above described streets. 3. Sanitary Sewer to serve Blocks 3, 4, 6, 7 and 8 of Indian Rock Add. on the 1st day of May 1962 at 4:00 o'clock in the Commission Room in the City Hall as provided by G. S. 1959 Supp. Section 12-6a01 to 12-6al8, State of Kansas. The extent of boundaries of the proposed improvement.district to be assessed is: That part of the City of Salina, Saline County, Kansas, described as follows; to -wit: 1. 1. 1 Beginning at the northwest corner :of Block .3,Repl-at-.of Indian Rock Addition, City of Salina, Kansas. 2. thence, -east -following the north line of -said Block 3 and1 Block 4. 3. thence north crossing Indian Rock Lane to the southwest corner of Lot 10, Block 2. 2'72 4. thence north along the west line of -said Lot 10 to the south line of Lot 4 of said Block. 5. thence west to a point 29.05 feet west of the east line of Lot 4. 6. thence north to a point 29.05 feet west of the east line of Lot 4. 7. thence east along the north line of Block 2 and the same line extended east 300 feet east of the east.line of Indiana Avenue. 8. thence south along a line which is aprallel and 300 feet east of the east line of Indiana Avenue to the edge of stream diversion channel. 9. thence southwestly along the edge of said diversion channel to the northeast corner of Lot 1, Block 7. 10. thence south along the east line of Block 7 to the south line of Lot 9 of Block 7. 11. thence west along the south line of said Lot 9 and crossing Delaware Avenue and along the south line of Block 8 to the southwest corner thereof. 12. thence north along the east line of Berkshire Drive to the northwest corner of Block 3 of the place of beginning. The proposed apportionment of cost between the improvements district and the City at large is as follows: 1. Costs Chargeable to Private Property: 1. All of sanitary sewers. 2. Stub outs under pavements for water and sewer. 3. Storm sewer inlets which are contingent to pavement including connection pipes to manholes. 4. 90% of all other such as pavements, grading and water mains that serve lots. II. Costs Chargeable to City at Large: 1. Extra width of pavement in excess of 40 feet. 2. Storm Sewers except (3) above. 3. Fire Hydrants. 4. Water circulation mains. 5. 10% of all other such as pavements, grading and water mains that serve lots. III. The assessment with accrued interest shall be levied as a special tax upon the property included therein concurrent with the general property taxes and shall be payable in Ten (10) equal annaul installments. IV. The amount of assessments to each lto or parcel of ground shall be proportioned by the square foot method. Adjustments to determine building line front will be made on irregular or odd shaped lots. The aseessment of each lot, piece or parcel of land shall be made in direct proportion to its fraction of the total area of property deemed benefited. (Cont. on p. 270) 1 1 1
